The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia's public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.

The main office for DBHDD is located in downtown Atlanta.

Job Description

Job Title: Procurement Manager

Pay Grade: M

Job Summary:

Under limited supervision, the Procurement Manager helps to ensure that services are sourced through the competitive bid process and oversees the workflow of lower-level Procurement staff to ensure compliance with organizational policies, Federal and State requirements, and industry standards.

Job Responsibilities & Performance Standards:

Duties for this position include but are not limited to:

  • Serves as a purchasing authority for the central office, six regional offices, five hospitals and two attached agencies;

  • Assists with coordination and implementation of agency purchasing procedures.

  • Reviews, evaluates, edits, and/or or develops requests, solicitations, contract specifications and other related documentation as needed.

  • Provides subject matter expertise and training to agency staff; explains related rules, regulations, and procedures to meet compliance standards.

  • Completes assigned tasks to transition processes from People Soft Financials to Workday.

  • Stays abreast of current laws, codes, polices, guidelines, procedures related to the industry and within the agency, including Official Announcements promulgated for the Department of Administrative Services.

  • Audits work submitted by team members to provide recognition feedback and feedback for improvement.

  • Reviews and approves requisitions to ensure compliance with Georgia procurement law.

  • Assists staff with complex purchase orders.

  • Assist with prioritizing purchases of commodities, goods and services in alignment with established guidelines.

  • Understands the state entity's long- term purchasing and contracting needs;

  • Generate reports and provide updates to Procurement Leadership regarding status, performance and compliance matters.

  • Assists with yearly reporting of non-profit agencies and E-verify to the Department of Audits and Accounts.

  • Serves as the agency's Small Business Liaison back-up, provides assistance to suppliers qualifying as small or minority business. Maintains required documentation and reports.

  • Assists with reviewing TGM metrics and making appropriate decisions for the agency training purchasing needs;

  • Ensures that the ethics of public procurement are being maintained;

  • Other duties as assigned

Qualifications:

Bachelor's degree in accounting, business, or a related field from an accredited college or university and five (5) years of professional job-related experience in inventory, purchasing, or supply chain management, which includes two (2) years in a managerial or supervisory role; or Two years of experience at the lower level Purchasing Agent Spv (FET043) or equivalent position. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications:

  • 3 - 5 years procurement and /or contracting experience in the public sector

  • 2+ year PeopleSoft Financials software experience

  • Experience with posting to the Georgia Procurement Registry

  • GCPM - Georgia Certified Purchasing Manager

  • GCPCA -Georgia Certified Purchasing Card Administrator

Supervisory Responsibilities:

Recruits, interviews, and trains new staff

Directs the daily workflow and schedules of the department coordinate staff involved in the purchase of goods and services.

Conducts performance evaluations that are timely and constructive.

Handles discipline and termination of employees in accordance with company policies.
