Fermi Research Alliance's (FRA) Finance Section seeks an experienced Procurement Manager to lead our Facilities, Technology and Equipment Procurement Team located in Batavia, IL. This procurement team supports numerous customer groups within the lab and works with their team members to deliver strategic procurement solutions that help propel the mission of science.

You Will:
Lead efforts on procurements ranging from routine to complex high dollar value contracts in accordance with established FRA procurement policies and procedures, contract law, commercial practice and applicable federal procurement regulations.
Develop and manage procurement strategies and schedules in consultation with the project team and FRA Procurement department.
Oversee procurement team (multiple direct reports) workload to ensure procurements are being completed timely and maximizing results for our customers
Perform monitoring analysis and reporting of procurement staff workload and compliance and savings objectives.
Provide leadership and management of subcontracting personnel for the project.
Manage communications with customer groups to help drive customer satisfaction.
Conduct mentoring and education training for internal procurement staff as well as customers on compliant procurement practices with a focus on optimizing the speed and efficiency of procurement work.
Be responsible for personnel actions for assigned procurement staff, including training, promotions, reassignments, performance reviews, and disciplinary actions.
Interface with Department of Energy personnel on procurement matters which include strategy, compliance, reporting, and subcontracting activity.
Supports FRA Procurement's compliance and self-assessment activities as they relate to procurement.

We Are Looking For:
Bachelor's degree in Business Administration or a similar discipline
10+ years experience in planning and executing procurements
Experience in performing procurement work in support of base operations or federal facilities is desired
Experience in federal contracting and working knowledge of the Federal Acquisition Regulations
Proven ability to plan, develop, negotiate, administer and close large, complex, high-dollar-value subcontracts
7 years of experience supervising procurement/contracting staff
Excellent oral and written communication skills
Experience with electronic word processing, spreadsheets, document-sharing systems, mail, and other common office tools
Experience with Department of Energy (DOE) projects is advantageous
Physical Activity and Work Conditions:
Human Factors: Mental concentration, sitting, standing, tight work schedule, work may require up to 10% travel.
