Do Great Things! Durham Technical Community College is hiring a Procurement Manager in the Finance Department. The essential functions of the Procurement Manager include acting as a subject matter expert for procurement, bid administration, and asset management, collaborating with colleagues, completing mandatory training, and fulfilling responsibilities related to asset management, procurement, bid administration, procurement administration, vendor management, and team leadership.
Serves as the subject matter expert for all scopes of work related to procurement, bid administration and asset management
Collaborates with colleagues in a supportive manner to ensure effectiveness of ongoing college operations with a high level of excellence
Partners with Business Office team members by taking a proactive approach to ensuring tasks are done while providing supportive guidance as needed
Must complete all mandatory work related and professional development training.
Asset Management
Assign equipment tag number for all High theft and Capital equipment
Lead the ongoing process for tag documentation and system updates
Prepare the monthly equipment tag reports to ensure expenditure match monthly 112 report.
Ensure the timely completion of the annual Fixed Asset, Equipment, and Inventory site audit.
Complete and submit monthly reports as required
Perform all essential and ad hoc duties as it relates to college asset management
Equipment and Supplies Procurement
Assist departments with Non-Capital and Capital equipment, and all purchases for good/services ranging from $10,000.00 - $20,000.00.
Review State Term Contracts and Agency Specific Contracts and departments with purchases to expedite the procurement process.
Prepare and submit all eProcurement requisitions for Capital, Non-Capital, general equipment and other requisitions as assigned.
Bid Administration

Serve as the Equipment Coordinator and Procurement Administrator for E-Procurement and Contract systems
Provide guidance to Faculty/Staff of Formal Bids, Post Solicitations, Conduct pre- bids, guide the award process, complete final bid awards.
Actively serves on the team for all college construction projects providing accurate and timely correspondences to prospective vendors and third parties, while delivering results and maintaining relationships with all stakeholders
Prepare all informal bid solicitations for non-capital equipment and purchases of goods/services from $10,000.00-$20.000.00.
Procurement Administration
Provide procurement in-service training on as needed basis
Provide initial Procurement training to new Hires, Deans, Program Asst. VP etc. as requested.
Provide monthly procurement reports to each Divisional VP.
Submit various reports as required by North Carolina Community College System and North Carolina Purchasing & Contracts Division
Provide guidance to Faculty/Staff of informal procurement.
Establish and maintain new accounts for College
Assist potential vendors with E Procurement registration
Reset E Procurement passwords as requested
Vendor Management
Maintain the Vendor Data Base ensuring that all information is accurate and compliant to e-Procurement and college guidelines
Records and manages vendor records (I.E. W-9 files, 1099 Files, Certificate of Insurance, etc.) through a streamlined and efficient processes
Ensure all duties and responsibilities related to vendor management is completed including supporting vendors with data updates and reducing any vendor related risk to the organization
Seeks opportunities to build strong strategic partnerships while improving vendor relationships

Bachelor's Degree with a concentration in Finance or Accounting
Work Experience:
5 years in Governmental Procurement
Evidence of strong interpersonal skills, organizational skills, and effective oral and written communication/public relation skills.
Excellent problem-solving and critical-thinking skills.
Ability to manage multiple tasks and meet deadlines.
Ability to think creatively and put ideas into action.
Ability to make presentations to large audiences.
Excellent computer skills as evidenced by experience with at least one data analysis/business intelligence software product (such as SAS, SPSS, Informer, Colleague) and competence with Microsoft Office products, including Excel and Word. North Carolina E-Procurement System, NCID, BOA Works Application,
Personal integrity, honesty, and the ability to maintain confidentiality.
Understanding of the mission, goals, and objectives of a community college.
