Job Title: Procurement Manager

Job Location: Hornell, NY

Job Type: Full Time

Rate of Pay: $125,570/year to $127,766/year

Duties: Act as the sourcing representative of the site as member of the Site Management Committee.

Relay to Sourcing/Site any information or decision that could impact respective activities such as organizational changes, Supplier difficulties, local/central instructions, and Make or Buy decisions. Act as a facilitator between Sourcing Function and Site operational members. Accountable for project execution and tender commitment.

Manage local sourcing team in close link with central sourcing (CM, PLSD, Domain Director, Methods & Tools). Manage headcount and staffing. Monitor local sourcing team workload and process to arbitration. Challenge central sourcing (CM, PLDS, Domain Director) to secure project execution and profitability in escalation phase.

Provide central sourcing site input to impact commodity strategies. Ensure the Supplier Panel Compliancy (Target Panel defined by CM). Share risk analysis on commodities strategies deployment on coming tenders with CM, PLSD, and Project Director. Manage Supplier Local QCD performances and perform regular supplier QCD performance.

Support, challenge, and validate TSM in tender management (Local and Global Commodities). Support, challenge, and validate Sourcing commitments for Local Commodities. Support local sourcing team to face commercial and contractual negotiation during project execution phase. Track sourcing performance in project and issue action plan in case of deviation.

Analyze risks and set appropriate mitigation plans. Formalize and share REX on main issues. Support supply chain to monitor and secure raw material inventory and OTIF objectives.

Support accounting department to align on invoice accounting and payable days. Actively participate on industrial continuous improvement.

Up to 20% domestic and 5% international travel required.

Requirements: Employer will accept a Bachelor's degree in Electrical Engineering, Industrial Engineering, Business, Purchasing, or related field and 5 years of progressive, post-baccalaureate experience in the job offered or in a Procurement Manager-related occupation.
