Job Responsibilities

Performs administration functions for SCDOT solicitations and contracts. Prepares, evaluates, and issues solicitations and contracts for one of the largest state agencies.

Reviews contract documents for accuracy and compliance and to determine potential agency liability and adherence to SC Consolidated Procurement Code. Updates contracts as required based on regulations and agency requirements.

Processes vendor complaints from field locations and/or other agency personnel. May serve as a first point of contact for the resolution of contract issues between the agency department and the vendor/supplier.

Maintains vendor complaint file(s) on contracts, and reviews responses from vendors to ensure compliance with the contract terms and conditions. Determines and recommends appropriate course of action for non-compliance.

Evaluates and prepares contract modifications within guidelines and based on requests from vendors, SCDOT personnel, and contract issues that arise. Responsible for evaluating contracts for price increases and making decisions and recommendations based on price indexes.

Prepares and/or assists in the preparation of departmental and agency reporting. Assists district procurement staff with proper procedures for developing and awarding solicitations. Works with SCDOT personnel in resolving issues between the agency, statewide contracts issues by the Materials Management Office, and vendors who have been awarded statewide term contracts.

Serves as a subject matter expert on department tools, processes and procedures and provides training for field locations as directed by department management. Assists others in the department as needed and directed to handle heavy workloads or large/complex projects.

Assists newer members of district and county office staff as they work to acquire job knowledge. Assists with initial emergency preparedness procurements during disasters and assists as needed and directed to support SCDOTs emergency response mission.

Works closely with SCDOT district office and vendors as appropriate to gain knowledge about market conditions and to remain current on those conditions, related to product and services availability, knowledge, and pricing. Acquires and maintains general working knowledge on products available through state and agency contracts in order to support agency and department goals and missions.

Strives to remain current in the purchasing profession by working with supervisor and department management to identify an annual training and continuing education plan, and completing approved and designated training in the form of course work, professional publications, seminars, and conferences. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree and one (1) year of experience in procurement and contracts; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
