Brief Job Description

To manage the procurement organization within West Chester with the primary function of providing value added services in procurement, delivery of goods and services to site customers at the site and ensuring alignment & collaboration between sites & Global groups.

As a member of the Site Leadership Team, the individual contributes to the result of the facility through the definition of goals, compliance with budgetary objectives, Human Resources management, and participation in site safety programs.

Job Responsibilities

  • Provide a vision and strategic direction for procurement function to a team of professionals working cohesively at the site.

  • Responsible for other hi-impact projects and initiatives across the network that might need management, strategy guidance.

  • Maintains productivity and focus in an environment of ambiguity. Able to work with people in diversified environments (cultures, functions, unique reporting relationships). Communicates effectively within a matrix organization.

  • Strong understanding of business operational processes, procedures, workflows and business operations in order to support procurement goals.

  • Establishes and maintains communication and linkages with Category Leaders (at the site as well as global); provides appropriate feedback on service and quality issues; is the primary liaison between site and the center-led Category Leaders; surfaces issues and opportunities on a timely basis.

  • Effective at selling ideas, services and solutions to others at different organizational levels and functions. Builds a compelling business case to support initiatives. Understands the methodology, process and guidelines for conducting and implementing an efficient/effective sourcing project that is aligned with global policies and procedures.

  • Identifies and develops criteria to monitor procurement performance using financial fundamentals. Leads or assists on the resolution of key supplier issues, new products launches and risk mitigation and site-specific productivity initiatives.

  • Understands & identifies cost drivers & opportunities to reduce costs for site transactions. Creates a baseline cost and subsequent validation of benefits. Responsible for generation, consolidation & submission of budgets, projections and occasional strategic plans for the West Chester Manufacturing site.

  • Develops effective key supplier relationship management in a way that builds mutual respect, trust and drives performance. Reviews performance and drive improvements by utilizing metrics.

  • Demonstrates strong negotiation skills using strategic sourcing principles and a fact-based approach. Can respond appropriately to unanticipated situations.

  • Understands systems and their implications to the operation and strategic impact on the business. Leverages technology to implement goals and objectives.

  • Responsible for achieving alignment with department heads to ensure purchasing is involved at an early stage to influence buying decisions and optimize negotiating leverage; focuses on the development cycle and demand management.

  • Works with department heads to identify new opportunities, play a cost savings/avoidance proactive role and involves Global Procurement for overall strategy & alignment; seeks ways to improve overall service performance.

  • Assumes a proactive role in the site leadership team to ensure that all of customers' buy is going through purchasing and/or subject to the disciplined strategic procurement methodology and is compliant with all applicable policies.

  • Assumes responsibility for owning the Procure to Pay Process working with the sites and AP (Accounts Payable) to ensure that processes are followed and systems are maintained.

  • Facilitates implementation of cross-site commodity agreements at the site & functionally with other network sites across the world (where applicable). Communicates with other site purchasing leaders & global groups to leverage other buying opportunities not covered by master contracts.

  • Part of negotiation team that covers Westchester specific purchasing agreements and preferred vendors which is communicated to site(s) customers and other purchasing functions.

  • Participates as necessary on periodic company-wide strategic sourcing teams.

  • Leads or assists in the development of standard cost for materials and all inputs related to non-material costs, also keep the department cost center expenditure within the approved site budget parameters.

  • Responsible for site contracting processes working with legal to negotiate and maintain contracts and ensure supply risk mitigation for the site.

Minimum Requirements

  • Extensive experience in purchasing/materials management or in positions directly related to the procurement needs of the site customer base (i.e., supply chain, finance support groups, engineering, manufacturing, etc.). Demonstrated knowledge in various aspects of Biotech/Pharmaceutical Operations

  • Strong customer service orientation with excellent analytic, interpersonal, communication and negotiating skills to successfully establish the new role of procurement within the organization and to meet the procurement needs of the customer.

  • Must have a proactive, creative, and analytic approach to continuous improvement in delivering procurement services and identifying new opportunities.

  • Proven expertise in successfully delivering business-critical projects involving cross-functional participants, stakeholders, and organizations.

  • Demonstrated sound judgment, good business acumen and strong analytical skills.

  • Strong leadership, interpersonal, influencing, and communication skills.

  • Ability to evaluate and establish priorities and remain flexible with changing needs.

  • Ability to influence stakeholders and action owners without direct authority.

  • Self-motivated, comfortable with ambiguity, and innovative when developing solutions.

  • Passion for ensuring team members understand the 'why' for initiatives.

  • Ensures sustainability of the change.

Preferred Background

  • 10+ Years extensive experience in purchasing/materials management or in positions directly related to the procurement needs of the site customer base (i.e., supply chain, finance support groups, engineering, manufacturing, etc.). Demonstrated knowledge in various aspects of Biotech/Pharmaceutical Operations

  • 4-year degree in business, engineering, or a related discipline. MBA a plus.

  • Project management leadership or strategic planning development and assessment experience.

  • Knowledge and understanding of current Good Manufacturing Practices (cGMPs).

  • Project Management Professional (PMP) Certification or equivalent.

  • Direct experience in sterile and/or aseptic manufacturing operations.

  • Possess knowledge and understanding of product life cycle management.

  • Experience with commercialization and launch of new products.

  • Demonstrated understanding of external customer base and supply chain.

Our target base pay hiring range for this position is $160,000.00 - $227,500.00 per year. Actual base pay is dependent upon a number of factors, including but not limited to, the candidate's geographical location, relevant experience, qualifications, skills and knowledge.
