This job is in the Administration/Procurement Office located at Headquarters, Blythewood, South Carolina.

Responsibilities of the Procurement Chief

1.Directs the activities of the procurement staff in the solicitation, award, execution and management of the agency's procurement needs in compliance with the SC Consolidated procurement code, regulations, policies and procedures.

2.Develops and directs a comprehensive contract management function within the agency. Assists agency personnel in the development, execution, and management of all contracts to include contracts with vendors for goods and services. Responsible for the remedy of all contract violations with the guidance of General Counsel.

3.Manages the agency's real property leases in compliance with all laws and regulations, real property management guidelines and established business standards and practices. Assists agency personnel in developing space need and specifications. Resolves conflicts/issues with landlords.

4.Directs the operations of the SCDMV Warehouse to include inventory management, shipping, receiving, surplus property processing and disbursal. Ensures the agency's compliance to established practices and policies for records management and retention.

5.Oversees the agency's Minority Business Enterprise program to ensure the efforts are made to procure goods and services from qualified minority business in achieving the agency's MBE utilization plan goals. Responsible for ensuring that all quarterly and annual reports are completed and submitted on behalf of the agency.

6.Ensures that all required reporting for trade-ins, sole source and emergency procurements and MBE purchases are completed

7.Responsible for the hiring, training, and evaluating of procurement staff in accordance with the agency policies. Other duties as assigned by manager.

Minimum and Additional Requirements

Minimum Requirements

  • A bachelors degree and procurement experience.

Additional Requirements

  • Extensive knowledge of procurement and contract management principles and practices.

  • Thorough knowledge of the South Carolina Consolidated Procurement Code, South Carolina contract laws and regulations and lease property procedures and regulations.

  • Excellent ability to communicate both orally and written with management and staff personnel.

  • Ability to supervise procurement specialists.

  • Must be able to sit, stand, and lift up to 50lbs.

  • May be required to work outside the extended hours outside of the normal scheduled work week.

Preferred Qualifications

  • A bachelors degree and experience in procurement and contract management.

  • At least five (5) years of progressive experience in procurement and contract management and professional procurement certification.

At the SCDMV we have an immediate opening for an out-going, dedicated, passionate and inspiring leader.</p><p>This position is in the Chief of Staff/Legislative Affairs/Strategic Communications Department at the South Carolina Department of Motor Vehicles Headquarters in Blythewood, South Carolina.</p><p>Responsibilities of the Public Information Director</p><ul><li><p>Plans and executes the agency's communications initiatives. Develops and disseminates news releases, articles, and other materials for release to the media and the general public; serves as the media contact and maintains contact with media to disseminate informational materials for public interest or as required. Trains those employees authorized to speak to the media.</p></li><li><p>Executes public awareness campaigns and manages associated budgets. Serves as agency FOIA officer and responds to inquiries originating through social media platforms. Ensures third-party stakeholders receive timely updates on agency changes. Understands details of the agency's scope and business to be able to accurately articulate them when necessary.</p></li><li><p>Responsible for the supervision of one Public Information Coordinator to include approving time and EPMS evaluations. Manages stakeholder handbook to ensure updated list of contacts that may be impacted by agency changes.</p></li><li><p>Oversees the Ombudsman/Constituent Services office by supervising the team's supervisor. Monitors inputs to the office and outputs from the office to include staff productivity, while continuously searching for efficiencies on streamlining communications from other agency areas to the Constituent Services staff. Studies agency policies, procedures, and business process and adjusts team's scope as needed to align with agency changes.</p></li><li><p>Serves as lead universal publisher and administrator of the agency's website. Maintains and coordinates those with access. Coordinates and executes annual audit of website. Has extreme knowledge of website content manager system, website structure, and website relationships.
