Procurement & Contracts Specialist, Design & Construction (Official Job Title: Procurement Professional II): Utilizes procurement knowledge to manage the procurement process including, but not limited to solicitation development, advertisement, evaluation, selection, negotiation, contract development and contract compliance for architectural, engineering and construction services. Assists internal customers with the procurement of design and construction services. Work is performed under the supervision of the Senior Procurement & Contracts Specialist, Design & Construction.

Duties:

Acquisition of Goods and Services

Responsible for the preparation and review of solicitations, including, but not limited to, Invitation for Quotes, Invitation for Bids, Requests for Information, Requests for Proposals, Requests for Professional Services, Requests for Qualifications and Invitations to Negotiate. Ensures compliance with all applicable procurement policies and procedures, including, but not limited to, procurement code, manual, local ordinance, and state statutes. Reviews, corrects and researches using Department's specifications to ensure competitive and non-restrictive requirements. Ensures basic requirements and industry standards/certifications are included, determines if licensing, insurance and bonding are required.

  • Ensures assigned solicitations are processed timely.

  • Prepares design and construction solicitations for release.

  • Conducts procurement planning sessions with Departments to ensure understanding of the solicitation process, develop a solicitation timeline and clarify roles and responsibilities.

  • Facilitates public meetings, including but not limited to, pre-bid and pre-proposal conferences, site visits, bid openings and evaluation committee meetings.

  • Reviews and researches protestors assertions, prepares draft of protest response and participates in meetings with protestor, OCA or BCC where a presentation may be required.

  • Reviews and approves or rejects incoming requests to utilize the Professional Services Library, including Direct Select requests.

  • Evaluates responsiveness and responsibility of bidders and proposers and makes award recommendations to Procurement Official or Designee.

  • Provides procurement documents to Departments for inclusion in eBar/eCar.

Contracts

  • Drafts contracts, contract amendments, work assignments, extensions and terminations to ensure compliance with contract requirements.

  • Reviews and approves eBar and eCar items to ensure compliance with stated policies and procedures.

  • Participates in contract negotiations, as requested.

  • Advises and assists Administrative Agents throughout contract dispute process, including, but not limited to drafting corrective actions forms and attending corrective action meetings and drafting termination letters as appropriate.

Training and Education

  • Participates in Procurement Partner meetings with Departments.

  • May participate in formal training of Departments and vendors related to procurement processes, systems and contract management.

  • Participates in the continuous improvement of systems, processes and procedures.

Minimum Qualifications:
A Bachelor's Degree from an accredited college or university in Accounting, Finance, Public/Business Administration, or related field and one year of experience in public and/or private sector procurement OR An Associate's Degree from an accredited college or university in related field and three (3) years of experience in public or private sector procurement OR Progressively responsible professional experience which provides the requisite knowledge, skills and abilities for this job may be substituted on a year-for-year basis for the required degree.

Preferred Qualifications:
Three (3) years public procurement and/or contract experience preferred. CPPB or the ability to obtain CPPB within three (3) years preferred.

Job Competencies: Knowledge of local, state and federal public procurement methodologies. Knowledge of applicable design and construction Florida Statutes. Ability to think and communicate strategically and analytically, both orally and in writing. Ability to collect, organize and evaluate data to develop logical conclusions. Ability to lead and facilitate meetings.

Assists in developing and maintaining standard contract templates. Reviews and drafts contracts and amendments which are non-Procurement in nature. Audits central repository of approved County contracts and backup contract documentation to ensure database is up to date and accurate. Work is performed under the supervision of the Senior Procurement & Contracts Specialist, Contract Strategy & Compliance. Duties: Contract Development & Review * Assists in maintaining standard contract templates for use by Procurement & Contracts Specialists. * Drafts contracts associated with high dollar and/or high-risk procurement on an as-needed basis. * Drafts contracts and amendments that are non-Procurement in nature. * Assists Procurement & Contracts Specialist with resolving questions or issues during contract drafting process. * Reviews solicitations documents and contracts drafted by Procurement & Contracts Specialists on an as-needed basis to ensure compliance with adopted standards. Contract Support * Provides guidance to Procurement & Contracts Specialists, Administrative Agents and vendors regarding contract issues. * Responsible for pick-up and delivery of all contracts from OCA and signature authorities. * Assists with logging all contracts, work assignments, and amendments into the master contract database and mailing originals to vendors, as required. * Assists in the recommendation of policies and procedures including but not limited to administrative agent functions, contract compliance policies, vendor performance issues, and suspension and debarment. * Assists with the development and maintenance of a vendor evaluation system for tracking vendor performance. * Assists with random audits of contracts to ensure compliance with adopted policies and procedures. * Assists with logging all corrective action forms and other vendor compliance documentation. Training and Education * Assists in the development, maintenance, and facilitation of ongoing contract training programs for internal and external customers. * Assists in the development and distribution of training tools for OnBase (and other contract systems).
