This recruitment is for one position within the VHA Regional Procurement Office (RPO) Central. Duty Location can be any of the NCO or PCAC locations within RPO Central. The duty location will remain the same for the selectee.

Responsibilities

Procurement Analyst (Quality Assurance Specialist) / PD# 26009-A

  • Serves as the Procurement Analyst Quality Assurance Specialist (QA) for the VHA Acquisition Regional Procurement Office (RPO).

  • Provides contract quality assurance support to a team of contract specialists performing work up to the GS-1102-9 to GS-13 grade level.

  • Maintains current knowledge of acquisition regulations, directive, information letters and general procedures.

  • Conducts required contract reviews as required by procurement regulations.

  • Conducts routine reviews of contract files in the Electronic Contract Management System (eCMS) to assure all required contract documentation has been completed.

  • Takes the initiative and identifies improvements to the contracting process/program within the RPO.

  • Facilitates meetings with the appropriate Director of Contracting (DOC), Contracting Officer and/or contract specialist to communicate findings as they pertain to the contracts, sharing agreements and overall acquisitions and coordinates any follow-up action.

  • Uses extensive knowledge in all aspects of contracting; these include, but are not limited to, the procurement of supplies and services using sealed bid, competitive, and noncompetitive procedures.

CONDITIONS OF EMPLOYMENT:

You must be a US citizen to apply for this job.

PHYSICAL REQUIREMENTS: The work is primarily sedentary. There are no special physical demands.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-13 position you must have served 52 weeks at the GS-12 level.

Basic Requirements for GS-13

Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Specialized Experience (GS-13):

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Knowledge and application of guidelines in contracting to include: The Federal Acquisition Regulation, VA Acquisition Regulations, contract law, Federal and agency procurement policy, decisions of the Comptroller General and the courts, OMB guidelines, published reviews of audits, and Executive Orders.

  • Reviewing contractual documents to ensure technical reviews of solicitations and business review clearances have been accomplished.

  • Providing technical guidance to contracting officers.

  • Utilizing cost and price analysis to complete audits used to detect inconsistencies in cost proposals.

  • Preparing accurate and succinct reports and audit results to upper management and the organization.

  • Utilizing the application of: contract types, contracting methods, techniques involving cost incentive contracting, award fees, cost sharing agreements processing of unsolicited proposals, multiple awards, special provisions relating to proprietary right and rights in data.

  • Experience with personal service contracts and consultant contracts.

  • Presenting ideas through oral and written presentations to negotiate points of view and resolving conflicts.

  • Developing projects in coordination with work groups and management to meet the organization's goals and deadlines.
