Provides advisory services and participates in assignments that involve collaboration across the FDA community, DHHS, and Federal Government at large.
Initiates policy and program development covering the full range of OAGS programs.
Collaborates with supervisor and other Procurement Analyst to advise on operational management issues with responsibility for developing, recommending, coordinating and implementing program improvements and new procedures.
Plans, develops and implements FDA acquisition policies, standards, and procedures. Establishes strategies for the implementation of statutes, regulations, judicial decisions, and other developments affecting overall acquisition programs.
Performs regular and special procurement reviews consistent with Federal laws and regulations and Departmental and FDA policies and standards. Review findings are used for developing new policy guidelines, standards, and procedures.
Provides guidance to senior contracting and program staff on technical and policy questions involving complex contracting matters.
Researches and analyzes significant policy issues and major legislative developments affecting all types of FDA acquisitions, and prepares reports and correspondence establishing and FDA/OAGS position.

The position of Procurement Analyst falls within the 1102 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/06/2018.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Have one full year of specialized experience equivalent to the GS-13 level in federal service. Qualifying specialized experience is defined as: independently evaluating regulations and other relevant material as a basis for developing and implementing FDA guides or procedures; and identify deficiencies and problems, recommend changes and/or improvements in operations; and prepare and coordinate implementing directives.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
