Position Summary & Responsibilities:

Position Summary:

This Process Improvement Research Analyst position is located in Topeka, at the Eisenhower State Office Building, and is within the Division of Performance Management. This position serves as business analytics manager with responsibility for the performance management data collated and reported for the agency, ensuring quality and reliability.

The Process Improvement Research Analyst acts as the interface with the divisions, assumes responsibility for the analysis of any data provided and generated through the databases housed by the divisions to ensure data quality, and reports for KDOT compliance with federal and state regulations and reporting requirements, as well as performance-based budgeting, data-driven decision making of the agency, and internal performance assessments and reporting. This position is also responsible for developing regular reporting on the performance measures of the agency to the public and internally.

Job Responsibilities may include but are not limited to the following:

  • Serves as performance management and reporting expert, including tasks such as analyzing and developing critical information to be shared with executive leadership, developing and reporting on performance levels across the agency, and working closely with performance drivers to provide information on identified patterns and trends in performance data. This position also reviews and updates performance measures, and provides reporting, data analysis, and agency-wide performance information for management, the division, and the Bureau of performance Management.

  • Serves as data trend analysis expert, including managing, recommending, and overseeing the implementation of procedures that ensure data accuracy and consistency for data analysis and reporting, as well as identifying patterns and trends in performance data sets.

  • Responsible for stakeholder service/management, including ensuring timely responses to inquiries, attending meetings, participating on committees, creating reports on performance reporting, and maintaining the report and data documentation that allow others to access and analyze performance data.

  • Supports and oversees the procurement, implementation, and maintenance of the performance management system, and acts as a liaison between the business side of the agency and consultants, and other divisions on ad hoc assignments for business improvement, service procurement, and other assigned projects.

Qualifications:

Minimum Qualifications:

  • Two years of experience in performance management, planning, organizing, and directing the work of a department, program, or agency.

  • Demonstrated experience in data analysis and report writing.

  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.

Preferred Qualifications:

  • Experience working with and creating dashboard using relevant data to support data driven decisions.

  • Ability to communicate complex data in a simple, actionable language.
