Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide.


Performs critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations for the JPO Continuous Process Improvement (CPI) core team. Provides support in the development and implementation of process improvement initiatives and in problem solving using CPI toolsets. Provides program analysis support for efficiency and effectiveness within the organization, assisting and identifying causes of systemic inefficiencies and isolating them through the use of CPI methodologies such as Lean, Six Sigma, and Theory of Constraints.

  • As a fully qualified Black Belt (BB), be capable of independently performing all of the functions required with little to no supervision.

  • As a journeyman CPI practitioner and technical expert, facilitate cross-functional and multi-discipline initiatives, working with team leads to prioritize work, assign actions, direct/coordinate the efforts of assigned team members, develop project schedules, review work, and report status.

  • Train individuals in CPI principles and toolsets, including providing Yellow Belt, Green Belt, and Project Sponsor training in support of the deployment of CPI across all of the JPO. Conduct process improvement training and consulting during the execution of CPI activities, applying the principles of Lean, Six Sigma and Theory of Constraints and other methods appropriate to the topic.

  • Mentor Green Belts and, in some cases, more junior BBs, in such toolsets as Theory of Constraints, Kaizen/Lean principles, DMAICV (Define-Measure-Analyze-Improve-Control-Validate), DFLSS (Design for Lean-Six Sigma), DMADV (Define-Measure-Analyze-Design-Verify), for example.

  • Apply process analysis and flow analysis with advanced process improvement techniques, such as value stream mapping and simulations, to investigate organizational operations to identify improvements.

  • Keep abreast of new developments in the areas of process improvement.

  • Conduct studies, technical surveys, tracking, analysis, and prepare reports and recommendations for assessments and identified process improvements in the operating and organizational effectiveness of the area assigned.

  • Conduct program management and analytical functions to include developing, tracking and assessing performance-related metrics. Perform analytical studies and incorporate customer input on major processes in order to continually improve the core functional processes of the Command.


Security Clearance: Secret

  • Active Secret clearance

  • MS or MA degree in Science, Math, Engineering, Business, Management or a degree relevant to the position. ALLOWABLE SUBSTITUTION: A BS or BA degree and an additional three (3) years of relevant experience can be substituted for an MS or MA degree.

  • At least ten (10) years of experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.

  • Possess expertise in process improvement methodology at Black Belt (BB) level or equivalent within the past ten (10) years and experience in DoD applications such as at NAVAIR AIRSpeed Offices or equivalent. A minimum of three (3) out of the past five years must be practical and implementation experience. Mastery of process improvement techniques to include but not limited to: Lean, Six Sigma, Theory of Constraints, benchmarking, metric/statistical analysis, process management and improvement, and process flow charting. Certified as a CPI practitioner at the journeyman level.

  • Possesses a high degree of self-initiative, and the ability to work independently and function as part of an interdisciplinary team.

  • Possesses exceptional written and verbal communication skills.

  • Ability to develop and effectively present informational briefs, project papers, marketing materials and training to diverse audiences. Skilled in Microsoft Office PowerPoint, Excel, Word, and Visio.


  • General knowledge of Navy/Air Force processes/organization.

The F-35 is the premier fighter aircraft on/above the planet and this is an opportunity to work with some of the brightest and most talented acquisition professionals and military officers in the world. We're building this aircraft for the US Air Force, US Navy and the US Marines as well as numerous international partners and customers. The Core Logistics Principal Analyst will ensure successful design and delivery of the three variants of the F-35 Air System Program for the US Navy, US Marine, US Air Force and eight foreign partners and Foreign Military Sales (FMS) participants. Coordinates and supports GSS on issues of reliability, maintainability, and supportability requirements, effecting vehicle design and sustainment support requirements. DUTIES: Evaluates program documentation to ensure that the needs of the program are consistent with sound business practices and the degree of risk involved. Synthesizes critical management issues, documentation, and relevant information to support program reviews. Investigates resource requirements with multi-year acquisition and support plans to provide inputs for the development of POM and budget inputs. Evaluates the impact of new resource levels, such as budget cuts or increases. Updates estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, and other such factors. Participate in identification and development of requirements and contractual deliverables to support logistics and sustainment issues on the F-35. Coordinate as directed with the Primary Weapon System Contractor and other Logistics and Sustainment Teams to develop a single comprehensive Sustainment and Maintenance strategy for implementation of the air system. Participate in and / or perform Cost Benefit Analysis (CBA), and Affordability Initiative analysis, development and reviews. Evaluate CBA studies and affordability initiatives involving depot commercial and/or organic maintenance, repair, or overhaul of systems, sub-systems, and / or components. Participate in the Source of Repair Analysis Process (SORAP), Depot Maintenance Inter-Servicing Analysis (DMISA) processes. Develop proposed changes to Service Policy and/or Public Law as required to obtain "best value" depot maintenance and support services for the F-35. Participate in development of a comprehensive Autonomic Logistics program that integrates with all commercial and organic depot support activities. Work with the JPO, organic depots and other contractors to develop a plan that provides visibility of depot repair loop status, life limited part tracking/history, TCTD, ECP, deficiency reporting, and product improvement. QUALIFICATIONS: Knowledge of government or other contracting environment relating to technical, scientific and analytic services, and identification of new business opportunities. Knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures. Excellent organizational, communication and interpersonal skills. Knowledge of fighter aircraft maintenance practices and policies (multi-service).
