The Process Engineer, Major Projects is responsible as a member of the Owner's Project Team for guiding and supporting contract engineering for a significant area within the overall process scope for a major project. This role will guide and collaborate with the engineering contractor's process design team, the technology licensor design team, Business Unit (BU) sponsors, and other stakeholders as a member of the Owner's Project Management Team. The Area Process Engineers on this project report to the Lead Process Engineer (LPE) on the Project Management Team, and are expected to have sufficient experience and skill to collaborate with the contract engineers and other stake holders effectively. This position is Houston, TX based.
Responsibilities May Include:
Work and travel safely, helping the Project Team manage the safety of contractors when traveling to the job site
Collaborate and assist the LPE in managing the efforts of the Contractor and Technology Licensor process engineering teams and to other 3rd party service firms
Ensure assigned contractors are working effectively and support them in meeting project objectives, expected deliverables, and schedule
Assist in developing Bid Requests and in evaluating Bid Proposals (Scope of Work) from 3rd party contract engineering services
Assist the LPE in writing the Project Objectives Letter and other project reports and presentations to keep Projects leadership, BU sponsors and other stakeholders apprised of project scope and engineering progress
Provide relevant production and economic performance information to BU sponsors (product yield, utility demand, operating cost, etc.) needed to estimate the project's economic merits
Assist BU and contractors in final establishment of the Project Basis of Design
Approve or review contractor engineering deliverables, such as PFD's, H&MB's, P&IDs, equipment data sheets, etc
Assist the LPE in scheduling and coordinating key design reviews (PFDs, P&IDs, Model Reviews, etc.) by contractor firms with BU and company resources
Organize and oversee/participate in project Process Hazard Analysis/Level of Protection Analysis sessions
Assist the LPE and Engineering Manager in ensuring all resulting action items are addressed prior to final Pre-Start-up Safety Review
Assist the Environmental Permit Lead and LPE with collection of technical data needed for environmental permit applications
Ensure emission monitoring and control requirements of environmental permit applications and final permits are included in project scope
Ensure all procured equipment meets such permit emission performance limits
Guide and approve contractor preparation of required Process Safety Information needed by the Prepare to Operate team during Detailed Design
Support Prepare to Operate team (if assigned) with preparation and review of operating procedures, training material, and other necessary pre-startup documentation and operating guidance (Process Safety Information)
Assist in preparation of Owner's Estimate budget for Major Projects, including catalyst and chemical costs, licensor costs, 3rd party engineering costs, and manpower forecasting
Required Qualifications:
Legally authorized to work in the job posting country
Bachelor's Degree in Chemical Engineering or a related engineering field
5 or more years of process engineering design and/or operating experience in petroleum refining, petrochemical or renewable fuels manufacturing
Excellent oral and written communication, presentation, and interpersonal skills
Collaborates effectively with diverse team members representing the sponsoring business, the owner's project team, and the engineering contractor(s)
Willing and able to obtain a Transportation Worker Identification Card (TWIC). Information can be found at https://www.tsa.gov/for-industry/twic
Willing and able to travel up to 20% of the time
Preferred Qualifications:
Major project (>$50 MM TIC) design and execution experience, with either an Operating or an Engineering Company
Experience starting up (commissioning) a new project
Knowledgeable of, and conversant in, Refining Engineering Practices, Process Industry Practices, and other relevant API or other governing industry code
Ability to travel and take assignment at project site during construction, commissioning & start-up phases of a project
Able to coordinate multiple issues and shift assigned priorities based on project needs
Ability to meet commitments and works well under pressure
Effective collaboration and teamwork skills
