Parsons is now hiring a Principal Project Control Engineer for our rapidly expanding water project located in Las Vegas, NV.

We need our Project Control Engineers at this level to be fully qualified professionals with solid experience, enthusiastic to work in highly flexible, team-oriented environment and who have exceptional communication, analytical and leadership skills.

In this role you will develop, implement, and maintain cost control, and/or provide planning/scheduling function on one or more larger projects. You will be utilizing your technical expertise, and familiarity with company policies and procedures to complete complicated tasks independently.

Responsibilities:

  • Provides guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems.

  • Interfaces with clients, attends regular meetings, and provides statistical reports.

  • Provides project and company management with the necessary tools for project cost control.

May lead in the:

  • Development of the work breakdown structure, interfacing with all affected departments.

  • Analysis, evaluation, forecast, and reporting of schedule status against an established baselin

  • Analysis, evaluation, and forecast project costs and performance.

  • Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.

  • Completes performance reviews and provides personnel development for the assigned employees.

  • Accumulates and accesses historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.

  • May lead a staff qualified to assess the impact(s) of design/construction changes and schedule slippages.

  • Develops or maintains an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.

  • Customizes project control systems to meet specific project requirements.

  • Performs other responsibilities associated with this position as may be appropriate.

Qualifications:

  • 4-year degree in Engineering or Construction Management or related field (or equivalent experience)

  • 10-12 years of related work experience

  • Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.

  • Proficient PC skills including proficiency in various Project Controls software and Microsoft Office Suite.

  • Must have potential to perform in a lead capacity

  • Familiarity with industry practices

ESSENTIAL JOB FUNCTIONS/DUTIES Primary essential job functions are listed in bold Research, organize, compile, summarize and analyze data and information: develop and document recommendations; prepare and present reports to management. Analyze technical transactions to resolve questions, document procedures and validate data. Evaluate systems, procedures, and operation of programs to determine the level of effectiveness and efficiency; develop systematic examination, and appraisal of internal controls, records, reports and related cost-benefit analyses; develop recommendations for further investigation and analysis. Conduct special projects and organizational studies; research operational issues and regulations; conduct surveys of comparable organizations, and analyze results. Communicate with software vendor that would include submitting issues, obtaining proper methods and set-ups and implementing software updates. Assist IT staff with software setup and menu options. Assist with the development of training materials and written documentation. Submit data to HUD systems and monitor compliance (PIC data). Review and audit electronic client case files; review and critique procedures; verify accuracy of information. Adhere to the confidentiality standards of the Privacy Act of 1974 (U.S.C.:552A0 as amended. Conduct workflow analysis and suggest process improvements Analyze trends and issues; interpret concerns, define desired results, and recommend solutions. Analyze data reconciliations and data extracts to assure data consistency and identify nonconformance for corrections. Communicate clearly and concisely, both orally, in writing, and electronically. Support the relationship between SNRHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors and SNRHA staff. MINIMUM REQUIREMENTS MINIMUM QUALIFICATIONS Education, Training and Work Experience: Bachelor's degree with major course work in Public Administration or Business Administration, or closely related field; supplemented by four (4) years' experience in fiscal or management analysis including quality control OR four (4) equivalent combination of education, and experience. Preferred candidate will have one (1) year of experience in Public Housing Agency.
