Job Description and Duties

Under the general direction of the California High-Speed Rail Authority's (Authority) Director of Infrastructure Delivery, the Principal Transportation Engineer (PTE) is responsible for all activities related to contract management of Project and Construction Management (PCM) consultants and the design-builders working on the high-speed rail program. The incumbent will provide direction and strategic oversight to Authority contract managers and ensure Authority policies and procedures are adhered to consistently on Authority contracts. The Senior Contract Manager also provides direction and strategic oversight to Authority consultants and ensures that Authority policies and procedures are adhered to consistently on Authority contracts and Program Delivery functional areas.

Working Conditions

Telework may be available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

Frequent travel may be required throughout the State to construction sites, and to attend Authority meetings and presentations.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

  • Knowledge of the transportation policies, project management concepts, design, construction, materials engineering, testing processes, financial constraints, and organizational internal and external relationships and how they pertain to transportation planning, design, and construction.

  • Experience preparing technical correspondence, completing comprehensive reports, and making effective presentations.

  • Experience administering a design and construction transportation program, including delivery of large-scale design-build contracts requiring extensive multi-agency coordination and cooperation.

  • Experience with contract administration, management of the performance of contractors, and negotiating contract terms and conditions with contractors.

  • Experience with contract administration or oversight of innovative contracting methods including design-build, DBFM, CMGC, or P3.

  • Ability to exercise good judgment and calm professionalism in all situations.
