OVERVIEW: Would you like to work with a highly technical team, supporting the front line of security protecting the federal and civilian government in the pursuit of national cybersecurity? phia is seeking a Systems Engineer to support a contract program that is responsible for the design, development, and deployment of advanced cybersecurity capabilities. This team will support the systems analysis & design as well as development & implementation phases of the lifecycle. This job is located in Dulles, VA with frequent/full remote capability during the pandemic.


  • Support the development of system capabilities from the identification of requirements through the deployment of capabilities through the requirements definition, design and develop system-oriented products and prepare related installation, testing, operation, and maintenance specifications and instructions.
  • Define and analyze architecture to establish operating conditions, conduct tests, define and analyze engineering proposals and related technical data to determine feasibility of developing new capabilities and/or modifying existing capabilities.
  • The Systems Engineer is cognizant of Systems Engineering Lifecycle (SELC) processes and practices, Change Management practices, and collaborates with various Integrated Product Teams (IPTs), Project Teams, and Government entities.
  • Define, plan and manage work packages (WP). Includes defining task, WP duration, WP sequencing, critical path analysis, resource assignment, and input to the Integrated master Schedule (IMS).
  • Establish common processes across tasks, including configuration management (CM), risk management, quality assurance (QA), etc.
  • Provide technical direction for development, engineering, interfacing, integration and testing of components of system.
  • Perform requirement elicitation, analysis and functional allocation.
  • Conduct systems requirement reviews.
  • Develop CONOPS, interface standards, system architectures.
  • Perform technical and non-technical assessment and management along with end-to-end flow analysis.
  • Implements operational view, technical standards view, and system and services view for architectures using applicable standards (e.g., DODAF, FEAF).
  • Manage multiple projects of variable size and perform team lead functions.
  • Define, plan and manage work packages (WP); including: defining task, WP duration, WP sequencing, critical path analysis, resource assignment, and input to the Integrated master Schedule (IMS).
  • Establish common processes across tasks, including configuration management (CM), risk management, quality assurance (QA), etc.
  • Provide internal and external customers with technical design support to system acquisition specification, design, proof-of-concept prototyping, development and evaluation of management information and decision support system.



  • Six (6) or more years of systems engineering experience required.
  • A Masters degree in a related discipline may substitute for two (2) years of experience. A PhD may substitute for four (4) years of experience.
  • Bachelors degree in Systems Engineering, Software Engineering, Computer Science or a related discipline is required.
  • Experience and/or familiarity with MS Office, including Word, Excel, Project required.
  • Demonstrated experience or familiarity with Earned Value Management Systems (EVMS), compliant with ANSI/EIA Standard 748-B desired.
  • Agile development methodology experience required.
  • DoD 8570.1-M Compliance at IAT Level I certification required. (e.g., Certified Information Systems Security Professional (CISSP)) certification is highly desired.
  • Certified Systems Engineering Professional (CSEP) certification desired.
  • Experience with automated testing tools (e.g., RSpec, Cucumber, etc.).
  • U.S. Citizenship required.

TRAVEL: Less than 5%
