Be a part of cutting-edge research, engage with professionals who share your passion, and create work you can be proud of. As a Principal Subrecipient Compliance Specialist, you will contribute to the success of the organization by performing one or more of the following:

  • Conduct a risk assessment of potential subrecipients and recommend risk-mitigating provisions for subaward when necessary.

  • Evaluate subrecipient budget for allowability.

  • Develop and oversee subrecipient risk management plans.

  • Conduct site visits, on-site audits, and desk audits of subrecipients, assessing systems and processes for compliance with sponsor and EERC requirements. Prepare audit and site visit reports, recommend corrective action, and follow up to ensure corrective actions have been implemented.

  • Review subrecipient procurement practices including bid and quote processes and ensure compliance with regulations and award requirements.

  • Facilitate the timely processing of subaward invoices. Review invoices and associated documentation of expenditures and cost share for allowability and compliance with federal regulations and award requirements. Coordinate review by programmatic team for applicability and appropriateness.

  • Communicate and resolve invoicing issues with the subrecipient.

  • Communicate and apply professional interpretations of accounting policies and principles and rules and regulations with various external and internal constituents, including subrecipients, internal business departments, and research and project managers.

  • Communicate with the Contracts, Accounting, and Program teams on subaward monitoring/compliance concerns and/or issues; recommend actions necessary to resolve concerns.

  • Prepare subaward documentation for external audits.

  • Prepare and submit reports as requested/required, e.g. Federal Funding & Accounting Transparency Act reports.

  • Facilitate the subaward closeout process by developing closeout certifications, tracking closeout progress, and assisting the Contracts team members to resolve any closeout related issues.

  • Train EERC team members on subrecipient monitoring best practices.

  • Travel domestically and internationally up to 25%.

  • Responsible for complying with applicable contract and sponsor requirements and following all UND and EERC policies and procedures.

  • Assist the Contracts office in contract preparation, negotiation, administration, and management, as assigned.

  • Assist the Business/Finance Director in other duties, as assigned.

  • Perform other related duties and functions, as assigned.

  • Fluency in English, written and oral

Minimum Requirements

  • Bachelor's degree in accounting, finance, business, or a related field.

  • Five years' experience in federal grants/contracts financial management

  • Five years of auditing experience

  • Two years of work experience with subrecipient monitoring activities

  • Experience with Uniform Guidance 2 CFR 200 and the FAR

Preferred Qualifications

  • Certified Financial Research Administrator (CFRA) or Certified Pre-Award Research Administrator (CPRA), CRA (Certified Research Administrator), or CPA (Certified Public Accountant), or other applicable certification

  • Master's degree

  • 5 years of subrecipient monitoring experience

  • Experience with negotiating and administration of federal contracts

  • Experience in working with the U.S. Department of Energy
