Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Principal Sanitarian, Grade 23.
Non-competitive (NY HELPS): A bachelor's degree including or supplemented by 30 qualifying semester credit hours in animal science, biochemical engineering, biochemistry, biological sciences, biology, biophysics, chemical engineering, chemical science, chemistry, civil engineering technology, conservation biology, earth science, ecohydrology, electrical engineering, electrical science, emergency management, engineering science, engineering technology, environmental biology, environmental engineering, environmental health, environmental science, environmental studies, fire science, geochemistry, geology, health physics, health science, industrial hygiene, mechanical engineering, medical science, medical technology, microbiology, natural sciences, nursing, occupational health, occupation health and safety, physical science, physics, pre-med, structural engineering, toxicology, water resources engineering, water resource management, and water resources AND three years of experience in environmental health protection defined as conducting inspections to determine compliance with federal, state, or local environmental laws, regulations, and established public health standards, OR experience in the identification and notification of public health environmental hazards and the development of methods to eliminate or control such hazards and/or the spread of disease and other environmental factors impacting the heath of individuals and/or the public, such as in hospitals and long term care facilities.
Preferred Qualifications: Demonstrated knowledge of Public Health laws, environmental health, and life safety code standards and regulations. Demonstrated experience providing oversight of healthcare facility compliance with National Fire Protection Association codes and standards and federal conditions of participation for the Medicare and Medicaid programs and in evaluating waiver requests and Certificate of Need applications. Excellent leadership skills and demonstrated experience in providing staff supervision. Experience in delivering or evaluating the services delivered to a vulnerable population.
Duties Description The successful candidate will conduct, plan, and supervise staff in the performance of nursing home and Intermediate Care Facility program activities to assess compliance with Life Safety Code and environmental health standards; make recommendations for enforcement; provide technical assistance, policy, and code interpretation to long-term care stakeholders and program colleagues; complete and review for quality assurance inspection reports that detail a facility's compliance with applicable requirements; review for regulatory compliance facility-developed plans of correction, regulatory waivers, and policies and procedures, and make appropriate recommendations regarding same; provide support and guidance for Life Safety Code surveys conducted by the Office of Fire Prevention/Control; provide and/or oversee emergency response as needed and where appropriate; and perform onsite inspections to assess compliance and other duties as assigned.
Additional Comments Federal Surveyor Minimum Quality Test certification is required to be obtained within 12 months of start. This position is largely performed in the field, and requires travel throughout the State to perform necessary onsite inspections as needed, often to areas unserved by public transit. As such, the successful candidate must be flexible and able to travel.
