Northrop Grumman is seeking a proposal and project analyst to support the SEMA Program. The SEMA, Special Electronic Mission Aircraft, program is a complex, global, multi-site program. The proposal and project manager will work across functions to support program growth via Elective Improvements, additional location proposals, and other responses to the customer.

The project and proposal analyt develops, plans and schedules proposals, including Compilation of cost, schedule, and technical elements in accordance with request for proposal (RFP) specifications. This involves coordinating the collection and accumulation of cost, scheduling, and performance elements from functional departments.

Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. The proposal and project analyst will oversee and manage the operational aspects of ongoing projects and serve as liaison between project management and planning, project team, and line management.

Basic Qualifications:

6 Years with Bachelors with a Bachelor's Degree or 4 years with a Master's Degree

Must have experience with Microsoft Suite Applications

Ability to obtain a Secret Clearance- Must be a US Citizen

Preferred Qualifications:

  • Previous experience supporting proposals

  • Demonstrated experience working across functions

Major Duties: * Serves as expert concerning proposal pricing preparation and guidance on disclosure compliance. * Reviews RFPs/RFQs to identify pricing requirements and assist proposal team in developing responses. * Coordinates with Contracts, Program Office, Business Office and Finance regarding cost/pricing model development, pricing analysis, and cost reporting associated with proposal efforts. * Assists the assigned proposal/program manager in establishing pricing schedules, laying out proposal responses for cost and pricing, and providing pricing documentation required for submission. * Participates in pricing analyses, solicitation through proposal follow-up after submittal, and writing of pricing cost narratives. * Ensures accuracy of pricing, compliance with policies and regulatory requirements, adequacy of cost submittal. * Maintains auditable pricing records Qualifications Education: Requires a BS or BA degree, plus a minimum of ten years' experience in proposal pricing or closely related activities. Persons not holding a college degree may receive this classification provided they have fifteen years applicable experience. Experience in a government contracting environment is preferred. Other Qualifications: * Thorough understanding of Cost & Price Analysis, Basis of Estimate preparation, application of Forward Pricing Rates. * Must have good verbal and written communication skills. * Advanced Excel skills are required. * Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and government accounting is strongly preferred.
