In Customer Experience, we are focused on delivering the desired customer journey for all customers. We strive to keep customer at the heart of everything we do. Within Customer Experience, PG&E's Customer Programs team is responsible for designing, implementing and administering LMI customer energy efficiency and weatherization, utility discount programs, pricing products, rates implementation and a broad cross-section of programs that provide PG&E customers with options to manage their energy use in Northern and Central California.

Position Summary

As we seek to prioritize safety and affordability for our customers, the Program Manager Principal will lead the development of customer centric persuasive policy positions in support of new proposed legislation and proceedings impacting LMI segment, as well as provides insights across regulatory proceedings that are specific to low-income and disadvantaged communities programs. You will enjoy the satisfaction of influencing policy makers and senior PG&E officers on creative approaches for emerging social justice program policies or legislation with disadvantaged communities or low income customer impacts. You will work cross-functionally with various stakeholders (internal and external), to advise the internal teams and recommend strategies to coordinate the integration of equity electrification goals in income qualified programs, . Additionally, you will collaborate cross-functionally to formulate responses to emerging bills and regulatory proceedings to ensure a consistent One PG&E voice. This position serves as lead witness for GRC testimony to support budget request for Income qualified programs and Fixed Charge Income Verification Policy for Phase 1 and Phase II of the Demand Flexibility OIR Proceeding.

You will be part of the Customer Programs leadership team which develops creative strategies to balance affordability for customers with needs of external stakeholders, and regulatory compliance for a broad cross-section of pricing products and programs. Members of the teamwork with regulators, utility industry peers and internal departments to influence current and future program priorities, funding, and business direction.

The role is hybrid working from your remote office and in-person as needed or based on business needs. You must be able to travel at least 10% of the time.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

A reasonable salary range is:

Bay Area Minimum: $140,000

Bay Area Maximum: $238,000

Job Responsibilities

  • Lead draft responses to Disadvantaged Communities Integrated Resource Planning, Fixed Charge and GRC regulatory proceedings, discovery, and data requests for the income qualified/equity funding requests

  • Recommend program specific policy positions and strategy in response to emerging legislative bills to reduce negative cost/operational impacts on PG&E

  • Conducts analysis on the impact of legislative or proposed changes and seeks to identify third alternatives that align with PG&E's safety, affordability, and customer centric goals.

  • Serve as subject matter expert on low-income programs and program-specific policy

  • Support the Commission's efforts to define and assess affordability across California, and develop metrics

  • Represent PG&E and present compelling testimony at venues with equity and program-specific policy implications such as public workshops, CPUC sponsored Community Forums and Hearings

  • Keep the Customer Programs teams informed on emerging trends and impending proceedings impacts to foster a spirit of interdependence.

  • Identify and understand customer needs, industry direction, business impacts, risks, and opportunities to influence current and future programs, services, and priorities.

Qualifications

Minimum:

  • Bachelor's degree or equivalent work experience
  • 10 years leadership and/or program management experience

Desired:

  • Demonstrated ability in drafting policy positions for regulatory proceedings

  • Knowledge of low income and disadvantaged communities' issues desired

  • Experience working within diverse stakeholder environment with various interests

  • Experience working on complex programs in a fast-paced environment

  • Master's degree in public policy, Economics, Business, or related field

  • Ability to develop program budgets in conjunction with cross-functional teams

  • Ability to communicate and support company and organization policies, procedures, goals, objectives, vision, and values

  • Ability to persuade higher levels of leaders and leadership peers to change positions or approach based on situational need

  • Ability to encourage employees to identify work process and system improvements, incorporate benchmarking and best practices, champion and overcome resistance to and facilitate change

  • Ability to convey credibility, confidence, and sense of authority; conveys messages simply, concisely and at right pace and tone for audience; remains calm, controlled, and productive when confronted by opposition or work stress
