CLASS DESCRIPTION

Baltimore's Budget Office, the Bureau of the Budget and Management Research (BBMR), is recruiting for an individual to join our team as a Policy Analyst. We are looking for team members interested in using analytical skills and creativity to take on some of America's toughest urban issues.

ESSENTIAL FUNCTIONS

City Council Policy Analysis

The Policy Analyst will be responsible for monitoring and performing fiscal analysis on City Council legislation. Key projects associated with this work includes:

  • Tracking the status of City Council legislation and the status of bills assigned to the Department of Finance for fiscal analysis and formal bill responses.

  • Performing fiscal analysis of proposed City Council policy. Using this analysis to draft bill responses on behalf of the Department of Finance.

  • Represent the Department of Finance at City Council hearings to report out on bill responses.

General Assembly Policy Analysis

The Policy Analyst will be responsible for monitoring and performing fiscal analysis on legislation proposed during the annual General Assembly session.

Key project associated with this work include:

  • Participate in preparation efforts leading up to the annual General Assembly session. This work includes reviewing citywide legislative priorities to determine fiscal impacts.

  • Track State legislation assigned to the Department of Finance for review and analysis.

  • Coordinate with team members to conduct analysis of proposed legislation. Use this analysis to draft fiscal notes summarizing financial impacts of proposed legislation.

  • Provide reports summarizing final State legislative actions to ensure these actions are properly reflected in the City's budget.

Administrative Manual

The Policy Analyst will be responsible for updating the City's Administrative Manual and serving as the Bureau's subject matter expert on the Administrative Manual. Key projects associated with this work will include:

  • Convening workgroup sessions with stakeholder agencies to update administrative manual policies proactively and routinely.

  • Coordinating with partner agencies to update individual administrative manual policies.

  • Preparing Administrative Manual updates to submit to the Board of Estimates for review and approval.

  • Updating the Administrative Manual to reflect updates following Board of Estimates approval.

  • Research administrative policies from peer jurisdictions to incorporate best practices into Baltimore's policies.

Other Duties

The Policy Analyst will be responsible for assisting the Bureau of the Budget and Management Research around the Bureau's core mission of planning and overseeing the City's operating budget. Other duties may include, but are not limited to:

  • Assisting with the development of annual budget publications.

  • Assisting with management research reports.

  • Assisting with community engagement activities around the City's budget.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a master's degree from an accredited college or university including advanced courses in quantitative methods.

AND

EXPERIENCE: Have five years of experience in operations research, systems design, business process reengineering and other management analyses.

OR

NOTES(EQUIVALENCIES): Have a bachelor's degree including advanced courses in quantitative methods and two years of experience may be substituted for the master's degree.

NOTE: Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.
