Primary Purpose:

Perform audit controls testing and documentation, working paper review and sign-off, report writing, and follow-up of previously reported management corrective actions. Provide IT advisory and consultancy to internal IT and non-IT business partners. Plan and supervise all phases of audit engagements from planning through reporting. Primary focus on IT engagements but may include cybersecurity and operational audits. Involvement in developing the annual audit plan and performing and ad hoc projects. Supervise teams of generally one to four people on audit engagements -- potentially including contract and co-source staff. #AuditWithPurpose

Duties and Responsibilities:

  • Perform audit control testing, documentation and report writing.

  • Supervise audit, advisory and consultancy engagements as lead auditor.

  • Follow-up on previously reported management corrective actions.

  • Support ad hoc projects and other duties as assigned, including assisting in the development of the annual audit plan.

  • Provide consultancy to business partners on IT risk and controls.

Education:

  • Bachelor's Degree Computer Science, Information Technology, Business Information Systems, Engineering, or equivalent experience required.

Experience:

  • 10+ years experience in IT audit or a mix of IT and IT audit experience.
  • 2+ years project management and supervisory experience.

Skills and Abilities:

  • Ability to travel up to approximately 20% locally (San Diego, Los Angeles, Texas), potentially elsewhere nationally.

  • IT auditing skills.

  • Project management and supervisory skills.

Licenses and Certifications:

  • CISA required.

  • Professional certification (e.g., CISSP, CISM, CRISC, CIA) preferred.

  • Valid California Driver's License required.

County employees are subject to the County Promotion Rule for Step Placement in Accordance with Comp Ordinance 1.3.5. Information Technology Specialists perform a variety of technical support duties pertaining to computer systems and related equipment and may serve as a first responder for computer, network and hardware/software issues. Information Technology Specialists serve as the technical representative and liaison between departments and the information technology (IT) service provider in order to provide effective technical support for network services and information technology business processes and also troubleshoot, analyze and resolve system/application related support requests, including specialties such as Help Desk, Web and ERP. Ideal Candidate The ideal candidate for IT Specialist must have working knowledge of the latest technological products and services with a vision for using those tools to improve the overall user experience and customer service, a desire to implement new processes and recommend enhancements to current systems, and the ability to identify trouble shoot, and resolve system and application issues. Minimum Qualifications * An associate's degree from an accredited college or university, or certified foreign equivalency in computer science, information technology or a closely related field which provided a basic understanding of information technology concepts; AND, * Two (2) years of information technology work experience performing duties such as providing hardware and software training; identifying and resolving hardware and software problems; writing queries; participating in the validation of system data, interfaces, and functionality; and/or implementing a variety of applications; OR * Four (4) years of IT program related experience with the County of San Diego. Note: Additional years of directly related, verifiable experience or IT coursework may be substituted for the education/experience requirements on a year for year basis.
