Principal Government Relations Specialist

The Government & Policy Affairs Group (GPAG) is Capital One's voice in the legislative and political processes. We manage Capital One's relationship with elected officials at the local, state, and federal levels and participate in the policy making process. We provide support to all of Capital One's lines of business and staff groups in our markets. We are seeking a talented new member of our team to drive engagement in our footprint in the mid-west and south central states, along with other important responsibilities within the group. The role has an external facing component including interacting with elected officials, business/civic leaders and organizations, as well as internal facing functions such as project/process management.

  • Lead Capital One's government relations engagement strategy in the states of Louisiana, Illinois, Minnesota, Oklahoma, Nebraska and Texas. (Mid-West / South Central regions)

  • Build relationships with elected officials at the state and local levels. (Governor, Attorney General, state legislators, mayors etc) Analyze legislation, determine and communicate positions to key audiences.

  • Represent company at events, legislative session, and conferences in assigned states or in other locations as needed. Build relationships with and provide support / advice to Capital One executives in these markets.

  • Organize and execute large scale special events at Capital One facilities to increase associate awareness and engagement on Government & Policy Affairs Group's (GPAG) work. (Town Hall meetings, legislator visits, roundtable lunches)

  • Serve on Contributions Committee, suggest appropriate contributions to candidates. Provide support to PAC manager on various tasks as needed.

  • Contribute blog entries and written pieces (presentations, letters etc) for executives and associates.

  • Represent GPAG on adhoc special project teams impacting jurisdictions of responsibility or internal constituencies (e.g. Capital One associate networks). Address major headcount or real estate changes, amicus requests, or response to activist/legislator reactions to business decisions.

  • Oversee external vendor business relationships with Capital One's state and local ethics and lobbying compliance advisor. Oversee timely filing of state and local disclosure reports.

  • Manage outside counsel and trade association relationships.

  • Monitor and report enacted legislation and regulations in assigned states.

  • Oversee production of GPAG team newsletter on a monthly basis.

  • Partner with counterparts in Community Affairs, Corporate Communications and Regulatory Relations, and line of business leaders in assigned states.

  • Travel up to 15% of time and ability to attend events before and after normal business hours.

Basic Qualifications:

  • At least 4 years of experience in state and local government or at least 4 years of experience in government affairs

  • At least 2 years of process management experience or at least 2 years of project management experience

  • Bachelor's degree

Preferred Qualifications:

  • 6+ years of experience in state and local government or 6+ years of experience in government affairs
  • 2+ years of Financial Services experience

This position will report directly to the Manager, Subcontracts - supporting multiple programs within the Intelligence, Surveillance and Reconnaissance Systems business unit. Basic Qualifications: * Minimum 6 years' experience in supply chain, procurement or subcontract management * Experience with various subcontract types including but not limited to T&M, Labor Hour, FFP and Cost reimbursable. * Experience with presentations (verbal and written) to senior leadership and key stakeholders * Experience with negotiations * Experience with the Federal Acquisition Regulations (FAR and DFARS) * Experience with Material Resource Planning (MRP) tools such as SAP/PRISM or similar * Experience with Microsoft EXCEL, WORD, PowerPoint, MS Project * Capable of working in an autonomous environment * Ability to grasp/understand technical concepts and applications * U.S. Citizenship status is required as this position will require the ability to access US only data systems.
