PAJARO VALLEY UNIFIED SCHOOL DISTRICT POSITION DESCRIPTION Position: Principal, Elementary School Department:

Instruction FLSA: Exempt Reports To: Assistant Superintendent SUMMARY Plans, directs, and manages the activities and operation of an elementary school including the leadership of first-line school administrators, certificated and classified staff, budget administration, complex educational and categorical program management.

Oversees the maintenance and upkeep of the school site to promote a safe learning environment. Provides highly responsible and complex administrative support to the Assistant Superintendent. Provides for the supervision of students and staff.

Demonstrates leadership of the classroom instructional program. Interacts with parents, community and other outside educational and governmental agencies. NATURE AND SCOPE Senior-level management position with full operational responsibility for school site operations.

Responsible for planning, evaluating and initiating programs to meet current and future needs in education. The position ensures the efficient and cost effective educational delivery of service that complies with State and Federal programs to include; maintenance of the physical plant, curriculum development, categorical program compliance, budget preparation and management, initiating the hiring and firing staff and overseeing supervision and evaluation of certificated and classified staff. Positions at this level are required to develop and maintain program procedures, site management systems and enforce efficient work standards.

Has full budgetary responsibility. Maintains cooperation, understanding, trust and credibility with a variety of groups, including site staff, fellow administrators, District Office, School Board, parents and community members. Work is performed in an office and classroom environment during regular day and includes evening and weekend hours as necessary.

ESSENTIAL TYPES OF DUTIES (Examples) • Establishes the implementation of academic standards and student performance. Coordinates curriculum and staff development and curriculum alignment. Does ongoing Analysis of student test scores and assessments to determine and modify or adjust program efficiencies to meet District, State and Federal mandates. • Develops a comprehensive budget, which includes cost and revenue analysis and cost effective school site management, purchase of capital equipment, expansion or site modernization.

Employs knowledge of multiple Federal and State funding sources and the regulations that govern their use. • Promotes a safe learning environment for students and staff. Confers and consults with site staff, District personnel, parents, students and community agencies pertaining to educational and behavior management problems with multiple dimensions and uses creative thinking to find alternative solutions. Revises school behavior rules and policies as required. • Ensures a quality school and community relationship.

Maintains positive contacts with the community, responds to parent concerns, and establishes communication forums including parent and community meetings and newsletters. • Facilitates a variety of group processes with students, parents, staff and the community, to identify educational and instructional needs. • Builds and facilitates site leadership teams to execute student achievement goals. • Supervises the personnel management and evaluation of all site certificated and classified staff. • Plans and directs programs and ensures compliance with District, State and Federal regulations. Coordinates school and District incentive programs at the site (i.e. attendance, safety, academic, etc.). • Plans, develops, organizes and administers support systems that provide optimal educational opportunities for elementary age students. • Coordinates educational program activities with other school sites, District departments and outside educational and governmental agencies. • Prepares and presents site reports and provides staff assistance to the Assistant Superintendent. • Designs, plans and ensures the implementation of the adopted site plan, required staff development and other programs requirements. • Promotes the school site and District goals and objectives and maintains public relations as it relates to educational services in the District and community. • Serves as a point of coordination for various school, District and inter-agency activities and events, some of which may require media notification. • Articulates curriculum, instruction, standards and student needs with feeder schools. • Performs other duties as required to accomplish the objectives of the position. QUALIFICATIONS Knowledge and Skills:

Professional specialization in principles and practices of California education school management, thorough knowledge of curriculum and instruction, budget practices, supervisory techniques, facility management and regulation, and policies and procedures related to education. A broad working knowledge of organization management practices as applied to the analysis and evaluation of programs, policies and operational needs. Working knowledge of the principles and practices of school budget preparation and administration.

Knowledge of the principles of supervision, training and performance evaluation; pertinent Federal, State and local laws, codes and regulations; and District organization, operations, policies and objectives. Well-developed human relations skill sufficient to prepare and deliver talks to large and diverse audiences, to motivate a multi-level team, and/or resolve confrontation. Requires advanced writing skills to prepare communications devices and reports.

Abilities: Plan, organize, direct and coordinate the work of management, supervisory, professional and technical personnel (both certificated and classified); delegate authority and responsibility. Select, supervise, train and evaluate all site staff. Provide administrative and professional leadership and direction to the school site.

Identify and respond to issues, concerns and needs in a timely manner. Develop, implement and administer goals, objectives and procedures for providing effective and efficient operations. Prepare and administers large and complex budgets.

Allocate limited resources in a cost-effective manner. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of identified goals. Research, analyze and evaluate new service delivery methods, procedures and techniques.

Prepare clear and concise reports. Interpret and apply Federal, State and local policies, procedures, laws and regulations. Physical Abilities:

Requires ordinary ambulatory skills in order to visit classrooms and various facilities within the school site; visual acuity to read letters and numbers; speech and hearing ability to carry on conversations in large group, one-on-one, and phone settings. Education and/or Experience: Requires a Masters Degree or equivalent from an accredited college or university with major course work in education administration or related field.

A minimum of 6 years of successful teaching experience with an increasing level of responsibility at a school site, including three years of supervisory or leadership responsibilities, is required. Licenses and Certificates: A current California Administrative Services Credential, California Teaching Credential and valid California State Driver's License are required.
