THE POSITION

Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for providing engineering services for an assigned section including the planning and operations of City Traffic Facilities; the planning and design of various public works projects such as land development, traffic engineering, public works infrastructure, capital improvement projects, and daily departmental operations; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; ensures work quality and adherence to established policies and procedures; performs advanced level engineering work; and performs related work as assigned. This recruitment is intended to fill a vacancy in the Traffic Engineering Division.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Assistant City Engineer or other assigned staff.  Exercises direct supervision of professional, technical, and administrative support staff.

CLASS CHARACTERISTICS

This is the technical/supervisory level class in the professional engineering series.   Incumbents supervise activities of an assigned section such as assigning work, preparing performance evaluations, assisting in personnel actions, supervising project progress, and providing technical assistance and training to other professional and technical staff.   Incumbents are expected to supervise the work of consulting staff on large or complex projects, represent the City concerning engineering matters with public agencies and private concerns, and coordinate and monitor the budget for assigned division.  The Principal Civil Engineer classification can be distinguished from lower-level engineering classes by performance of the most complex engineering tasks requiring a high degree of knowledge related to all areas of major project and program planning design, plan review, and contract administration.

  • Provides review of traffic related plans for private development and CIP projects, including traffic signal plans, signing and striping plans, street light plans, traffic control plans, cost estimates, and specifications for traffic related portions of CIP projects.

  • Reviews traffic scoping agreements, traffic studies, VMT analysis, and traffic circulation aspects of development projects during entitlement.

  • Manages traffic engineering projects and functions within the City.

  • Reviews and approves traffic related submittals during construction of development projects, CIP projects, and for maintenance of City traffic facilities.

  • Provides engineering support during construction of traffic signals, signing and striping, and other traffic related aspects of development projects and CIP projects.

  • During construction of development projects, confirms that traffic mitigation measures are implemented, and fair share fees are paid.

  • Compile and review traffic counts, accident histories, speed surveys, signal timing, and other traffic related data. Makes recommendations for improvements to the City's traffic facilities.

  • Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for providing civil engineering services within the assigned section.

  • Establishes schedules and methods for providing civil engineering services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

  • Participates in the development and implementation of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; monitors work activities to ensure compliance with established policies and procedures.

  • Participates in the selection of civil engineering staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.

  • Participates in the preparation and administration of the assigned budget; submits budget recommendations; monitors expenditures; administers the capital improvement program budget.

  • Serves as project manager on the most complex projects and oversee staff assigned less complex projects; administers project from inception to completion including planning, design, review, public meetings, bidding and construction; develops scope of work; serves as liaison to City staff, developers, engineers, consultants, the general public and external agencies on proposed development projects; develops project timelines and sets priorities; assigns work tasks and oversees the services of consultant staff.

  • Performs the engineering administration and management of the City's various existing special districts; writes, reviews, and approves related agreements and City Council agenda reports.

  • Responds to questions and inquiries from the general public, other agencies, developers, contractors, engineering professionals, and City staff regarding engineering and development projects; investigates complaints and recommend corrective action as necessary to resolve complaints.

  • Determines the scope of planning and engineering projects; oversees the preparation of plans and specifications by city staff; prepares requests for proposals and contracts for consulting services; reviews plans of consulting engineers and private contractors; makes technical engineering decisions and establishes technical criteria and standards.

  • Calculates the quantity, quality and cost of materials; prepares plans and specifications related to assigned projects.

  • Prepares reports and studies on current and future planning and capital improvement projects.

  • Plans for and reviews construction inspection activities for commercial and residential development and public facilities.

  • Oversees the development, processing and review of final maps and pertinent infrastructure improvement plans; recommends plans for approval signatures to the City Council; reviews construction cost estimates for the development of fees and bond amounts.

  • Reviews and approves all construction permit applications submitted by developers or contractors; reviews and approves major design and/or construction changes.

  • Inspects the more complex development projects; ensures quality control and compliance with applicable codes and regulations; prepares detailed reports on inspection and construction activities.

  • Annexes properties into the citywide maintenance Community Facilities District (CFD); writes, reviews, and approves City Council agenda reports related to annexations; performs various audits of joint CFD's with school districts, construction CFD's, and projects with other special city programs.

  • Attends and participates in construction and design meetings; confers with developers, contractors, surveyors and other engineers; provides information regarding City development standards and ordinances.

  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.

  • Prepares and maintains records and inputs data.

  • Performs arithmetic calculations related to the area of assignment.

  • Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public.

  • Coordinates activities with other City departments, outside agencies, and organizations.

  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.   A typical way to obtain the required qualifications would be:

  • Graduation from an accredited four-year college or university with a Bachelor's degree in Civil Engineering.

  • At least five (5) years of responsible civil engineering experience with an emphasis in traffic engineering.

  • At one (1) year of administrative and/or lead supervisory experience.

LICENSES AND CERTIFICATIONS

  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

  • Possess and maintain a Registered Professional Civil Engineer license in the State of California.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Acute hearing is required when providing telephone and personal service.  This is primarily a sedentary office classification although standing in work areas and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Employees in this bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

ENVIRONMENTAL ELEMENTS

Employees primarily work in a standard office setting and may be exposed to varying temperatures, moderate noise levels, no direct exposure to hazardous physical substances, and often work with constant interruptions.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances fumes.   Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures and City codes.
