Join Our Team as a Principal Engineer for the City of Burlington!
Are you ready to join The City of Burlington in our Engineering Department? We're seeking a dedicated individual to provide supervisory oversight of the technical aspects of the Engineering Department with primary focus on the design area prior to construction. Serves as the City's technical representative regarding construction of CIP and developer constructed infrastructure and provides preliminary design and budget data for future water, sanitary sewer, storm drainage projects, and roadway construction.

Examples of Duties
Some, but not all, duties include:
Designs water, sanitary sewer, storm drainage, and roadway projects within the City; prepares bid and contract documents.
Primarily responsible for the plan review of construction drawings including construction plan approval, submittals and shop drawings to coordinate permitting of NCDEQ Water Extension and Sewer Extensions, NCDOT Encroachments, and any other related permits required for construction.
Coordinates with design engineers for CIP specifications, bid and contract documents.
Oversees as-builts / records drawings, testing and project certification.
Consults with City Engineer for revisions to City Standards for construction specifications, details, and operating procedures.
Oversees the mapping of the water, sanitary and sewer systems on the City's Geographical Information System (GIS)
Serves as City's technical representative regarding infrastructure construction projects.
Generates development fees based on type, size, and connections of development.
Manages the flow of construction projects through the department for both in-house projects and developer- generated projects.
Reviews Inspection reports and construction progress for application of payment, and compliance with city rules and regulations
Manages the flow of permitting, agency agreements and service requests throughout the Department.
Manages the coordination with outside agencies and City departments.
Interviews applicants for employment, recommends which applicants to be hired, completes, and conducts employee performance evaluations and recommends job assignments for 2 in the design section.
Performs related duties as required.
Qualifications
Thorough knowledge of civil engineering and engineering survey and design
Thorough knowledge of state and federal laws and regulations, local ordinances and standards, and departmental policies and procedures affecting municipal engineering
Thorough knowledge and working ability to draft
Thorough working knowledge of public works construction
Thorough knowledge of CAD software, Microsoft Word, Excel, and other office computer applications with knowledge in GPS and GIS mapping, electronic data collectors, and related software
Thorough knowledge of application and standards of municipal engineering projects
Considerable knowledge of recent development, current literature, and trends relating to engineering program administration
Demonstrated ability to work independently and plan, organize, and direct the work of other employees requiring a team effort Ability to apply supervisory skills in the performance of work.
Detail-oriented and organized in work tasks and schedule in a highly efficient manner.
Ability to establish and maintain effective working relationships with employees and supervisors, the general public, public officials, as well as engineers, and contractors.
Bachelor's Degree in Engineering with 5-7 years' experience with infrastructure design, project management, and construction or Associate's Degree in Engineering with 10 years' experience with infrastructure design, project management, and construction
Valid North Carolina Driver License
Experience using MS Office Applications
Experience using CAD software packages.
North Carolina License as a Professional Engineer (PE) or licensed as a Professional Engineer in another state and must receive North Carolina license within six (6) months of hire.
Preferred Qualifications
Bachelor's Degree in Civil Engineering
Previous experience working with a municipality or other public agency Experience using Carlson Civil Suite, Autodesk Civil 3D, and ArcGIS.
