About the Role:

NYSTEC is a trusted advisor, providing subject matter expertise and connecting the dots for our clients. NYSTEC has consulted on some of the largest Medicaid initiatives and served in various roles across a multitude of New York State healthcare technology systems.

As a senior health information technology (HIT) project and planning manager, you will a lead a team of technology subject matter experts (SME) and strategic planners supporting the New York State Department of Health (NYSDOH), Office of Health Insurance Programs (OHIP), to conceptualize, develop, and implement an HIT and data roadmap to help transform New Yorks Medicaid delivery system under the Social Security Act Section 1115 demonstrations project approved in January 2024. In this role, you will provide oversight, technical expertise, project management, and problem-solving skills to support the implementation of health-related social needs (HRSN) Medicaid services and to assist the OHIP with the data sharing, collection, and analysis necessary to evaluate the efficacy of HRSN services throughout the waiver. Additionally, your team will coordinate and align with other stakeholders, OHIP bureaus and divisions, and state agencies to ensure that the data collection is feasible and interoperable.

Key Responsibilities

  • Creating key project documentation.

  • Developing and drafting an HIT roadmap, including defining associated activities, timeline, outputs, deliverables, etc.

  • Leading and leveraging a team of HIT SMEs to provide inputs, content, and strategies for the roadmap.

  • Providing technical advice, strategies, and expertise to clients and OHIP leadership regarding technology capabilities, needed IT infrastructure, and resources to implement the roadmap.

  • Leading strategic planning meetings with key stakeholders.

  • Overseeing project work and providing project quality management and oversight of individual contributions to deliverables and strategies.

  • Working closely with the project team and external stakeholders to ensure that key project milestones are achieved in a timely manner.

About you:

Required Qualifications

  • At least 8 years of experience as a senior technical project manager or leading large-scale HIT projects for public health programs and Medicaid.

  • Knowledge of the software implementation life cycle and project management, including scope definition, communication plans, stakeholder rosters, project/client roadmaps, and responsible, accountable, consulted, and informed (RACI) charts.

  • Experience with health information exchange (HIE) design, development, and implementation projects.

  • Technical knowledge and expertise regarding health data exchanges standards, including but not limited to Health Level Seven (HL7), X12, Fast Healthcare Interoperability Resources (FHIR), JavaScript Object Notation (JSON), push notifications/alerts, master data management (MDM)/master patient and provider IDs (MPIs), error logging, and assured delivery/message acknowledgements.

  • Knowledge of system technical architecture and technology, including transport technologies (Secure File Transfer Protocol [SFTP], virtual private network [VPN], Application Programming Interface [API]), data parsers/integrators, MDM, data warehousing and database administration, database design and development, cloud technology, and electronic health records (EHRs).

  • Strong writing, documentation, communication, and analytical skills to meet project goals.

  • Experience with data analytic development; techniques; software; and extract, transform, and load (ETL), such as Tableau (or similar business intelligence [BI] tool), Structured Query Language (SQL), R, SAS, Python, IBM InfoSphere, Informatica (or similar data integration/ETL tool), and MDM algorithm tuning/matched pair analysis.

  • Providing system and data documentation/analysis, such as technical design analysis/document, technical specifications analysis/document, data specifications/mapping analysis/document, technical requirements documents, data governance setup and organization, and data flow system process flow.

  • Experience with healthcare data, including clinical data, claims data, enrollment data, and provider data.

  • Demonstrated organization and planning skills.

  • Ability to develop and lead relationships with executive stakeholders and to understand their needs through excellent listening and effective written and verbal communication.

Preferred Qualifications

  • Understanding and familiarity with standards bodies, such as Gravity, X12, and HL7.

  • Experience on projects that use HIE testing and quality assurances, including system integration testing (SIT), conformance testing, regression testing, user acceptance testing (UAT), defect evaluation, tracking, and resolution, MDM validation and algorithm Verification.

  • 10 years of experience as a senior technical project manager or leading large-scale HIT projects for public health programs and Medicaid.

Education and Experience

  • A bachelor's degree and 8 years of related experience. An equivalent combination of advanced education, training, and experience will be considered.

The pay range for this position is $105,527.00 to $145,098.80 per year.
