The Principal Construction Inspector, plans, directs, and coordinates the inspection of public works construction projects or related programs to ensure compliance with laws, ordinances, codes, regulations, plans and specifications; recommends changes in contract documents and acceptance of completed construction work.

Examples of Knowledge and Abilities

Knowledge of

  • Construction materials, methods, and practices of large-scale construction projects.

  • Materials testing standards and methods.

  • Codes, laws, and regulations relating to construction.

  • Safety orders relating to construction.

  • Schedule analysis, claim analysis, and dispute resolution.

  • Construction contract administration.

  • Principles and techniques of effective supervision and management.

Ability to

  • Apply construction knowledge to varied and complex situations.

  • Plan and direct the work of subordinates.

  • Enforce codes, plans and specifications of construction projects and recommend necessary revisions and changes.

  • Recognize acceptable methods to ensure safe construction.

  • Establish and maintain effective working relationships with contractors, consultants and owner/user departments.

  • Maintain records and prepare reports.

Employment Qualifications

Minimum Qualifications

Either: 1. A Bachelor's Degree from an accredited college or university in construction management, civil engineering, mechanical engineering, electrical engineering, architecture, or a related field.

And

Four (4) years of experience in heavy engineering construction involving public works infrastructure or large buildings such as, schools, hospitals, prisons, high- and mid-rise office buildings, or other comparable institutional or commercial buildings, including at least two years of experience as the owner's representative supervising inspectors.

Or: 2. Six (6) years of experience in heavy engineering construction involving public works infrastructure or large buildings such as, schools, hospitals, prisons, high- and mid-rise office buildings, or other comparable institutional or commercial buildings, including at least two years of experience as the owner's representative supervising inspectors.

Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements

License Requirements:Possession of a valid California Driver License, Class C or higher, is required prior to appointment. Failure to maintain a valid California Driver License, Class C or higher may constitute cause for termination from the class in accordance with Civil Service Rules 11.4. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

Special Skills:

Some positions in this class may require the ability to supervise the inspection of one or more of the following special phases in the construction of a facility: the installation of large mechanical and electrical equipment, pumps, and/or complex steel and concrete structures.

The Sacramento County Civil Service Commission, on April 28, 1977, in accordance with Rule 7.9 approved the use of selective certification for appointments to positions requiring these special skills. These special skills, which may be used in the construction inspection of a very large and complex facility, are as follows:

Electrical Installation of:

  • Motor control centers, switch gears, and lighting.

  • Instrumentation and controls.

  • Power equipment up to 69-kilovolts.

  • Automatic computerized control and monitor systems.

  • Communications systems.

Mechanical Installation of:

  • Process piping for a large treatment facility.

  • Hydraulic lifts and/or elevators.

  • Process equipment including pumps, grinders, and conveyors.

  • Large heating, ventilating and air-conditioning systems.

Structural/Civil Installation of:

  • Reinforced concrete, including precast and prestressed concrete.

  • Structural steel installations.

  • Waterproofing systems.

  • Corrosion prevention systems.

Physical Requirements:

  • The ability to distinguish colors in order to differentiate electrical wires.

  • The ability to hear normally in order to hear backup alarms on construction vehicles.

  • The ability to perform a variety of physical tasks in inclement weather and in a variety of difficult locations and conditions such as under floor areas, and in attics, pipelines, manholes, trenches, and excavations.

Work Schedule and Conditions:

  • Incumbents are subject to emergency and on-call work in all kinds of weather, and under hazardous conditions, at other than normal working hours.

  • May be exposed to dangerous machinery, hazardous materials, and toxic/poisonous substances.

Probationary Period

The probationary period for this classification istwelve (12)months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
