Role description

Under the supervision on the investigations manager, the principal clerk will supervise, train, mentor, assign work to and evaluate the1404 clerical pool, and periodic PSTs in clerical work related to the Program Integrity/Investigations Program at the Human Services Agency. On regular basis, the Principal Clerk oversees the clerical work associated with the Program Integrity/Investigations Director and other Units within the Program.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

ESSENTIAL DUITES AND FUNCTIONS

  • Performs highly responsible, important and difficult clerical work involving the exercise of individual judgment.

  • Operates office equipment including calculators, photocopy equipment, computers, CD and DVD burners, microfiche viewers, scanners, FAX machines, postage meters, and power point slide projectors.

  • Supervises, trains, mentors, assigns work to and evaluates subordinate personnel in office clerical work.

  • Maintains a working knowledge of Department administrative processes and a general knowledge of Department programs.

  • Prepares and maintains a variety of Department records and reports by preparing, compiling, and maintaining statistics and records for these reports, and using applicable computer systems.

  • Receives and prioritizes requests for confidential information available in the California Law Enforcement Telecommunication System (CLETS). Verifies the requests for information have been made by authorized individuals and include valid HSA case numbers and required case information.

  • Operates the CLETS terminal to research the existence of criminal warrants, convictions prohibiting eligibility in public assistance programs, whereabouts of family members of dependent minors, and the criminal histories of prospective foster parents. Interprets and explains the process and results.

  • Operates office equipment including calculators, photocopying equipment, computers, microfiche viewers, fax machines, postage meters, and power point slide projectors.

  • Performs highly responsible, important and difficult clerical work involving the exercise of individual judgment and by knowing the Special Investigations Unit procedures.

  • Maintains a working knowledge of both public assistance and criminal justice databases including CalWIN, Sherlock, CLETS, CMIPS II.

  • Prepares statistical program reports, culling information from various databases. Able to identify and report anomalies in computer automated information that may cause inaccuracies in reporting. Participates in workgroup with division analysts and IT staff to assure continued refinements to the data in order to assure accurate reporting.

How to qualify

Experience: Three (3) years of highly responsible and diversified clerical experience including preparing and processing complex detailed work impacting an entire department or section; responding to and resolving difficult day-to-day problems and/or complaints encountered by staff, the public, other individuals, etc. on office operations and procedures; and explaining and interpreting complicated information to departments, staff, the public and/or others.

Substitution:

Any one of the following may substitute for six (6) months of the required experience:

  • Completion of a clerical training program (240 hours); OR
  • Fifteen (15) semester units (or equivalent quarter units) of coursework from an accredited college or university; OR
  • Completion of an approved City and County of San Francisco Clerical Administrative training program (as designated on the job announcement).

SELECTION PROCEDURES

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates' job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
