The HLSC Systems Engineering department is seeking a Border Security Law Enforcement professional with intelligence system expertise to drive rapid development of innovative approaches to emerging intelligence problems, to define and deliver high impact big data analytical tools and processes, and shape emerging trade craft across all intelligence domains.

Key Functions:

  • Work directly with analysts, technical/ developer teams, and the broader Department of Homeland Security (DHS) and Customs and Border Enforcement (CBP) Law Enforcement (LE) and Intelligence Community (IC) to rapidly evolve, innovate, and improve solutions.

  • Develop recommendations to assist the client and allied agencies with efforts to advance intelligence tradecraft, especially as pertains to more effective all-source intelligence fusion.

  • Advise the Government and support the advancement of key information sharing projects to ensure interagency coordination and compliance with policy, legislation, and appropriate authorities.

  • Experience with providing analysis on Enterprise Architectures

  • Success in providing sponsors with the data, analysis, and strategies required to address critical issues, setting and meeting strategic objectives, and advancing short and long-term program goals.

  • Review federal and state policies and operating instructions to assist with translating law enforcement information requirements into architectures standards.

  • Work with senior levels of the government to support high-quality, high-level research, and to integrate tools and processes form across the LE and IC.

  • Design / develop multiple options to improve future LE/IC operations for federal departments.

  • Assist in the identification of critical mission challenges and opportunities and in the development of potential solutions.

  • Proactively identify and help remove barriers to improved data integration and analysis.

  • Use expertise in qualitative analysis methods to collect data, and find trends, themes, similarities.

  • Develop trusted strategic partnerships with key customers and stakeholders.

Minimum Qualifications:

  • Bachelor degree
  • 10 years of experience and 2 years of leadership experience

Required Qualifications:

  • Fifteen years or more of LE and IC operations experience within an US government organization

  • Experience with providing analysis on Enterprise Architectures

  • Success in providing sponsors with the data, analysis, and strategies required to address critical issues, setting and meeting strategic objectives, and advancing short and long-term program goals.

  • Direct experience as a leader or team member working in or with the Intelligence Community collection, analysis, or information technology domains to develop policy, roadmaps, or strategy documents.

  • Experience in developing and analyzing LE and IC concepts of operation.

  • Experience in program planning and budgeting for LE and IC capabilities.

  • Strong skills in developing, fielding, and optimizing new LE and IC solutions.

  • Solid foundation in intelligence analysis.

  • Knowledge of data science or data analytics.

  • Experience in eliciting and developing user requirements; ability to work in close contact with analysts/ users, and to define their needs and envision solutions.

  • Systems experience in the intelligence community; demonstrated ability to leverage information and technical capabilities across the DHS IC.

  • Experience working with structured and unstructured data sets and making them available to the end user(s) via web services and applications.

  • Demonstrated experience in performing impactful analytical work.

  • Ability to work in a culture that values strong technical achievers, collaborative work style and continuous learning.

  • Excellent written, oral, and presentation skills.

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.

Preferred Qualifications:

  • Familiarity with developing and/or fielding a Common Intelligence Picture (CIP) or Common Operational Picture (COP).

  • Able to respond and deliver products to customer-driven deadlines, while maintaining a clear focus on long-term customer and MITRE objectives.

  • Demonstrated skills in working closely with a wide range of senior leaders to understand and contribute solutions for their mission needs and cultures.

  • Experience working across multiple technical disciplines as a peer reviewer of others' products.

  • Experience implementing change management, and a track record of leading technical project teams.

  • Able to translate complex technical concepts into clear communication for non-technical audiences, work in a collaborative environment, and adjust to changing deadlines and priorities to accomplish the customer's mission.

  • Demonstrated ability to lead teams, motivate and guide staff.

  • Strong leadership and people skills; ability to facilitate synergy and consensus between diverse opinions and, contentious sponsor bases.
