DESCRIPTION

VACANCY INFORMATION: Currently there are two (2) vacancies in the Building & Safety Bureau.

EXAMPLES OF DUTIES

Under direction, plans, organizes, and directs the activities of the Construction Regulations, Deputy Inspection, housing and conservation, code enforcement, Pro Active Housing Inspection Program (PRHIP), property maintenance, public permit processing center, and zoning enforcement programs; assigns, supervises, and coordinates the work of field inspectors and/or office personnel in the inspection of existing and new building construction, plumbing, electrical, and mechanical installations on single and multi-family dwellings and minor commercial and industrial buildings to ensure compliance with and/or enforcement of State and Municipal code requirements pertaining to building construction, zoning, fire prevention, housing-related health codes, housing rehabilitation, property maintenance, weed abatement, abandoned vehicle, billboard regulations, issuance of administrative citations, business license, oil well production, etc.; supervises and participates in major and complex inspections, including the checking and issuing of permits, plans, and specifications; prepares recommendations for revising and amending codes; interprets code requirements and regulations and establishes policies and procedures for their enforcement; investigates, evaluates, and prepares complaints for prosecutions of violations of building and related codes, and may testify in court; trains and evaluates the work of assigned subordinates, and coordinates assigned section's activities with the Community Development Department, other City departments, and other public agencies; confers with contractors, architects, builders and mechanical engineers regarding building problems; makes presentations to the Administrative Hearing Officer, Board of Examiners, Appeals and Condemnation, City Council, and other regulatory bodies; assists in the preparation of the division budget, ensures proper maintenance of records; supervises and coordinates computerized reporting systems and performs other related duties as required.

REQUIREMENTS TO FILE

Applicants must meet the following requirements:

Two years of full-time experience equivalent to the City of Long Beach classifications: Senior Combination Building Inspector, Senior Electrical Inspector, Senior Mechanical Inspector, and/or Senior Plumbing Inspector or similiar.

AND

Current Residential or Commercial Building Inspector, or Residential or Commercial Plumbing, Mechanical, or Electrical Inspector certification issued by International Code Council (ICC)* (proof required)*

  • Proof of required documents, such as degree or transcripts, must be uploaded to the online application at the time of filing. Any proofs submitted must contain either the applicant's name or other identifying characteristics on the form.

    Degrees must indicate the field of study and transcripts must indicate a field of study and degree conferred date. Candidates who possess degrees from colleges or universities outside the United States must attach proof of educational equivalence at the time of filing.

Knowledge, Skills, and Abilities:

Candidates must possess all of the following:

  • Knowledge of Building and Code Enforcement procedures, effective supervisory methods, and disciplinary procedures.

  • Ability to perform, plan, and supervise the work associated with more complex inspections;

  • Ability to communicate effectively both verbally and in writing with employees, the public, and members of various organizations and outside agencies;

  • Ability to attend and make presentations to community in support of community outreach and education of divisions programs;

  • Ability to work effectively with persons of diverse ethnic, social, and economic backgrounds;

  • Ability to perform routine arithmetic calculations and prepare detail analysis using metrics measurements;

  • Ability to use personal computers and other electronic devices while performing job duties;

  • Ability to review plans, permits, and assessor documents for construction projects; and

Willingness to work evenings, weekends, holidays, overtime, and irregular work hours as required.

A valid driver's license must be submitted to the hiring department at the time of the selection.

DESIRABLE QUALIFICATIONS: California Accessibility Specialist (CASp) certification. Bilingual/Biliterate skills (Spanish, Khmer, or Tagalog) is desired for some positions.

A minimum rating of 70 must be attained to pass the examination. Certification by score bands will be considered based on an analysis of exam results.

This is a continuous eligible list, which means eligible lists may be established periodically and may expire six months from their effective date. Applicants may apply only once during a four-month period. Candidates meeting the minimum qualifications with applications received by May 17, 2024, will be invited with Test #01 candidates to the appraisal interview.

Screening of applicants will be conducted based on application and required supplemental application submitted. Only those candidates showing the strongest backgrounds based on comparative analysis will be invited to the examination process.

Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.

In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open-competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score. Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veterans DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.)
