PROJECT OVERVIEW:

Provide analytical services support for N83 Ship Readiness Branch that provides innovative approaches to readiness products development, data gathering and requirements analysis.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Coordinate Navy Modernization Account (1B5B) and Fleet Support Account (1B2B) program - review and develop validated requirements for those accounts; represent OPNAV N83 equities at meetings regarding Navy ship procurement and modernization; operate the Surface Ship Reset Model to produce Overseas Contingency Operations funding requirement for Navy Reset during budget cycles

  • Provide Navy Readiness Reporting Enterprise monitoring, updates, and executive reports (e.g. weekly and monthly and ad hoc reports to CNO, SECNAV and Congressional Staff)

  • Identify readiness reporting discrepancies within the above mentioned readiness reports.

  • Provide formal and informal training as needed to OPNAV N43 personnel regarding readiness reporting.

  • Provide necessary extraction of data from Navy readiness reporting databases to support development of other readiness reports.

  • Provide analysis of readiness trends and impacts to support Fleet operations based on knowledge of Fleet operations and Navy maintenance policy and procedures.

  • Support assessment of quarterly Integrated Fleet Readiness Reports (IFFR) and Interim Monthly updates.

  • Prior experience with Naval Ship (i.e. surface ships or aircraft carriers) maintenance or operations

  • Action Officer experience on major Navy staff/OPNAV

  • Previous experience with PPBE process, particularly with programming phase of PPBE and Navy POM development process

  • Ability to handle short-term deadlines

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Prior experience with Naval Ship (i.e. surface ships or aircraft carriers) maintenance or operations

  • Previous experience with PPBE process, particularly with programming phase of PPBE and Navy POM development process

  • Ability to handle short-term deadlines

DESIRED SKILLS AND QUALIFICATIONS:

  • Requirements officer experience on major Navy staff/OPNAV
  • Experience with Navy PPBE cycles

VIEW JOBS 3/13/2019 12:00:00 AM 2019-06-11T00:00 PROJECT OVERVIEW: This position is contingent upon contract award JOB DESCRIPTION AND RESPONSIBILITIES: * Analyze and assess the manpower and personnel changes using TFMMS, Intelligent Workbook (IW) and other databases as required. * Gather information to identify and evaluate issues and provide recommendations related to manpower, personnel, training and education costs, schedules and performance to achieve overall goals for MPTE. * Provide supporting Excel, Access and/or other manpower data spreadsheets used to identify manpower/personnel trends and impacts of their study recommendation. * Provide TFMMS/PMAS/TMMCA/Intelligent Workbook/UIC Management and general manpower database support, to include programming support, utilizing approved software, and assist other users with database software. * Apply operations research, numerical and statistical analysis techniques to the analysis of very large data bases inherent to Navy Manpower and Training Requirements as impacted by acquisition and modernization programs. * Analyze, evaluate and provide recommendations for the planning, development, monitoring and execution of procurement and contractual documentation and field activity performance associated with the impact of acquisition and modernization programs on manpower requirements. * Perform analysis of cost-effective Total Force manpower trade-offs, including active duty, reserve, civilian, and contractor. * Analyze sustainable, cost-effective manpower requirements to recommend optimal skill requirements structures by pay grade, length of service, and sea and shore duty. * Conduct sensitivity analysis of model inputs versus outputs. * Perform analysis to examine issues related to Navy training programs. * Provide recommendations with respect to emerging technologies and methodologies to enhance/improve existing models. * Examine and provide analysis for Navy training programs using data and information obtained from MPTE data systems (PBIS, NTMPS, TRMS, etc.). * Examine and provide analysis of Navy enlisted communities, including issues such as sea shore flow, billet change rates, and personnel inventory levels, using data obtained from MPTE data systems (Digital Dashboard, PBIS, TFMMS, COGNOS). * Coordinate with Enlisted Community Managers and Enlisted Plans and Policy representatives to provide analysis of major issues impacting Navy enlisted communities. * Act as Requirements Officer (RO) for enlisted and officer training across the career continuum. * Provide documentation of each completed analysis in reports and briefing slide formats as necessary. * Provide program support for reviews, conferences, briefings and other meetings. * Analyze, evaluate and prepare program briefs, reports and correspondence. REQUIRED SKILLS AND QUALIFICATIONS: Security Clearance: Secret * Possess and maintain a SECRET security clearance. * Minimum of 7 years general experience in data analysis, statistical analysis, financial analysis, marketing and public affairs, and complex problem solving. * Strong analytical skills. * Outstanding communication skills, oral and written. * Proficient in MS Office tools (Words, Excel, PowerPoint).
