An excellent opportunity exists within the estimating organization for a Principal Proposal Analyst. This position will support the Strategic Sensors & Precision Strike (SSPS) estimating team as a lead estimator for proposal efforts. The chosen candidate will be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the estimating organization supports gate reviews, Government audits and negotiations with the customer. Please note, the preparation, review, and approval of cost artifacts detailed below must conform to strict internal and external operational security standards.
This position is a hybrid role, and the selected applicant will work with the hiring manager to set schedule. This position will support Tewksbury or Woburn, Massachusetts.
What You Will Do
Be independently responsible for the development, analysis and completion of varying proposals types including the most significant proposals in terms of complexity and company importance.
Provide support to Capture team(s), early rough order of magnitude support, cost proposal planning, creation and packaging of compliant cost volumes, compliance reviews, and support of Customer negotiations, fact-finding, and audit
Analyze BOMs and BOEs ensuring reasonableness, adequate rationale and proper backup data
Ensure all aspects of cost (e.g., Material, Labor, Other) are represented in the cost proposal
Utilize company estimating and pricing programs and tools
Use knowledge of successful proposal execution to increase efficiency of the proposal process, increasing opportunities and minimizing risks
Ensure all applicable parties (e.g., Engineering, Subcontracts, program management and other E&P colleagues) collaborate toward accurate, current and complete proposal submissions
Prepare and present Gate 4 charts for program/company leadership review of proposal information
Ensure full FAR compliance on all proposals. The position is capable of providing compliance guidance on complex situations
Respond effectively to requests from DCAA & DCMA
Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance to customer and company requirements
Qualifications You Must Have
Typically requires a Bachelor's and a minimum of 5 years prior relevant experience, or an Advance Degree in a related field and a minimum of 3 years' experience
Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals
Experience using Microsoft Excel, PowerPoint and other related tools
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Ability to analyze statement of work and RFPs on proposals of moderate size and complexity in order to meet customer expectations

Ability to gather the most pertinent information from other parties (program management, program finance, Contracts, Engineering, Subcontracts, etc.) in order to accurately and efficiently execute E&P tasks
Advanced knowledge of Federal Acquisition Regulations (FAR), Part 15, Cost Accounting Standards (CAS), and Raytheon Cost Estimating Manual

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
