Principal Acq Assoc

This individual will provide acquisition planning support for competitive new starts, sole source acquisitions, contract extensions, and re-competition of existing requirements. The Contractor may provide support to the Program Offices for contract acquisition activities to achieve acquisition goals.

Acquisition planning refers to providing support to specific Contracts and individual Programs. This includes support to internal and external acquisition decision-making briefs, strategic communications, providing input to the development and review of acquisition policy, planning and processes, and execution of directorate-level acquisition activities.

They will provide acquisition teams with guidance and support on all phases of acquisition, to include:

• Maintain a schedule of Program acquisition activities

• Maintain a collection of current Contract Deliverables Requirements Lists (CDRLs)

• Maintain a collection of current Statement of Work (SOW) and Engineering Change Proposals (ECPs)

• Maintain a list of current compliance documents

• Perform market research,

• Support requirements development,

• Draft Acquisition Strategy Counsel (ASC) briefings (as required),

• Prepare Contract Deliverables Requirements Lists (CDRLs),

• Aid in the generation of cost estimates,

• Prepare internal briefings,

• Prepare industry briefings,

• Develop an acquisition strategy,

• Develop an acquisition schedule,

• Aid in the justification of sole source acquisitions,

• Generate competitive evaluation criteria,

• Draft RFls and RFPs,

• Draft ECPs,

• Evaluate proposals,

• Perform administrative support for source selections,

• Aid in the generation of technical evaluation for proposals,

• Support responses to protest actions, and

• Aid in the activities for debriefing bidders.

Job Requirements

Experience: Minimum of 9-14 years of relevant experience

Education: Master's Degree in finance, accounting or business

Clearance: TS/SCI with CI/Poly

Skillsets:

• NRO, IC, then DoD work experience is desired in order of preference

• Strong analytic and independent thinking a must. A strong understanding of the NAM/FAR and the ability to communicate clearly and concisely with Government seniors as well as vendors. This individual will provide guidance and recommendations that comply with the Federal Acquisition Regulations (48 C.F.R. Parts 1-53), the Defense FAR Supplement (DFARS, 48 C.F.R. Parts 201-252), and the NRO Acquisition Manual (NAM).
