Job Summary:

The Principle Program Master Scheduler is responsible for supervising subordinate schedulers to development, coordinate and implement the Program Master Schedules and their integration to cost tool. The Principle Program Master Scheduler will report administratively to Manager, Program Planning & Scheduling.

Job Responsibilities:

  • Provides daily direction, coaching and supervision for subordinate schedulers within the product area.

  • Develops and maintains the Program Integrated Master Plan/Schedule associated with the entire project lifecycle, from RFP through project closeout.

  • Integrates all program activities, including program management, engineering, procurement, manufacturing, assembly and test through sell-off into the master plan.

  • Integrates the master schedule to the cost baseline and ensures cost data is consistent with schedule information.

  • Establishes logic, predecessors and successors to develop the critical path for a program.

  • Develops, updates, and maintains schedule performance metrics, related processes and management tools within the business units, including, but not limited to, critical path analysis and schedule risk assessment.

  • Advises the Program Manager and Control Account Managers on schedule performance, forecasts and risks.

  • Works closely with the Financial Analysts to integrate cost data into baseline and forecast schedules.

  • Identifies, negotiates and resolves conflicts between the stakeholders in the Master Planning/Scheduling process.

  • Participates in customer and internal reviews and prepares schedule and CAMs for schedule surveillance/audits.

  • Perform other duties as assigned by management.

Education:

  • Bachelor's degree in a related field

Position Requirements:

  • Ten (10) plus years of network scheduling experience

  • Experience with resource loading network schedules

  • Earned Value Management System (EVMS) experience

  • Strong industry knowledge of program management and EVMS application, execution, and theory

  • Schedule Risk Assessment (SRA) experience desirable

  • Primavera P6 experience desirable

  • DoD work experience is desirable

  • Military background or military work experience is a plus

  • Ability to obtain/maintain government security clearance may be required

  • Project Server, Cost/schedule Integration experience

  • Experience with supervising or directing other activities

  • Ability to consistently meet multiple, concurrent complex program scheduler requirements

  • Strong negotiating and interpersonal relations skills

  • Excellent network scheduling skills

  • Experience with resource loaded schedules

  • Strong oral and written communication skills

  • Ability to gather, analyze and summarize data to develop appropriate actions

  • Ability to develop processes and procedures and to direct others in doing so

  • Ability to communicate with all levels of personnel

  • Excellent PC skills (MS Office Suite), including MS Project

  • Cost/Schedule integration and financial analysis skills

  • Experience with major government production programs (ACAT-1)

SUBSTITUTIONS: Training in the plumbing, pipefitting, or steamfitting trade will substitute for a maximum of two years of the required experience on a month for month basis. Job Concepts Function of Work: To perform highly skilled, technical installations, repairs and modification to all plumbing systems including above and below ground, low and high pressure steam, gas and water systems for a large state agency complex, using multiple trades skills (plumbing, welding, insulating, pipefitting). Level of Work: Advanced. Supervision Received: Broad review from a Plumber/Pipefitter Foreman. Supervision Exercised: Lead worker over Plumber/Pipefitter and Apprentices. Location of Work: May be used by all state agencies. Job Distinctions: Differs from Plumber/Pipefitter Foreman by the lack of responsibility for supervision and administrative duties over a plumbing unit. Differs from Plumber/Pipefitter by performing more difficult tasks and by assignment of leadworker responsibilities. Examples of Work Performs repairs, troubleshooting and modification to above and below ground systems including tunnel installations. Performs repairs on high and low pressure gas, steam and water systems.
