This position will coordinate the Primary Care Cooperative Agreement between the federal Health Resources and Services Administration (HRSA) and the Minnesota Department of Health, through the Office of Rural Health and Primary Care, to improve access to primary health care services in areas of Minnesota that have an inadequate supply of health care professionals or have populations lacking access to primary health care services.
As the state's technical expert on health professions for underserved areas, Federally Qualified Health Centers (FQHC) and State Community Health Centers (CHC), and primary care access planning, this position assesses the extent of unmet primary care needs in the state and develops strategies to improve access to primary care.
The position administers the state Indian Health Grant, Migrant Health Grant and FQHC Subsidy programs; administers recruitment and retention activities in the State for the National Health Service Corps Federal Loan Repayment Program; and administer the Minnesota State Loan Repayment Program federal grant to ensure proper administration of the program and distribution of funds in accordance with state and federal law and federal grant guidelines.
A Bachelor's Degree in Public Health, Public Administration or related field.
Three years of professional experience in planning, implementation, and administration of a public health program.
Previous experience must include the following to be considered a candidate:
Experience working on Public Policy issues or assisting in development of policy proposals
Prior grant management experience including preparation and submissions in a timely manner
Preparing and presenting updates with internal and external stakeholders on policy development
Master's degree in public health, public administration, business or related field.
Knowledge of health care concepts, principles and practices of research, and analysis.
Thorough understanding of statewide health care programs and local delivery systems.
Knowledge of state and federal program policies and related activities.
Knowledge of planning principles, methods and techniques to develop major statewide plans.
Knowledge of health equity and social determinants of health.
Experience with stakeholder engagement, including health professionals; federal, state and local officials; community groups, underserved and high risk populations and the general public.
Ability to evaluate or design research methodologies and evaluation standards.
Statewide planning skills necessary to review, evaluate, modify and finalize recommendations on statewide health care access issues in Minnesota.
This position requires successful completion of a background check.
