Under general direction, provides advanced skilled nursing, patient and staff education in an ambulatory care setting, committee participation, quality assurance monitoring, collects and analyzes statistical data, and may provide clinical and functional supervision in the absence of the Clinical Nurse Manager.

The ideal candidate will possess a strong background in clinical operations and nursing education, with proven expertise in implementing and refining workflows and conducting mock drills to ensure staff competency. They will excel in providing continuous education and training, helping nurses and support staff manage high-risk and chronic conditions, and developing effective treatment plans. The candidate will have extensive experience in creating, updating, and archiving policies and procedures, ensuring regulatory compliance, and conducting clinical audits. Additionally, they will be adept at hiring, onboarding, and orienting nursing staff, as well as developing annual nursing goals. The candidate will also demonstrate the ability to optimize operational resources and documentation, fostering a collaborative and efficient clinical environment.

Distinguishing Characteristics:

The Primary Care Clinic Registered Nurse series is distinguished from other nursing classifications in that it is assigned to ambulatory care programs affiliated with the Ventura County Health Care Agency and requires that incumbents demonstrate advanced competency skills and knowledge specific to primary and specialty areas (i.e., family care, women's services, pediatrics, infusion/oncology, surgery/orthopedics, etc.). Incumbents are expected to work at the full scope of their licensure providing clinical care with a decreasing amount of supervision commensurate with their experience. The levels are distinguished by experience and leadership assignments.

What we offer

  • Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree.

  • Certification Pay:$0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. One of the five certifications may be paid at $2.00 per hour for a National Certification. List provided in the MOA, Sec. 805 (link below)

  • Evening Shift Differential- 7.5%

  • Night Shift Differential

  • 15%
  • Continuous County Service Incentive Pay: 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years

  • Preceptor Pay - $1.00 per hour

  • Float Nurse Premium Pay - $3.50 per hour

  • Standby Premium Pay - ¼ of regular hourly wage or Federal minimum wage (whichever is greater)

  • Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.

  • Pension Plan: Participation in the County's defined benefit plan.

Primary Care Clinic Registered Nurse I/II are represented by the California Nurses' Association (CNA) and are eligible for overtime compensation.

NOTE: Salary placement will be determined according to the current CNA memorandum of agreement.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Per Diem Pool, Intermittent, and Extra-Help vacancies within the Health Care Agency. There is currently one (1) vacant position.

Examples Of Duties

Duties may include but are not limited to the following:

  • Assists in the implementation of clinical workflows and conducts mock drills to ensure staff competency by continuously evaluating and refining workflows to support quality improvement initiatives and enhance operational efficiency;

  • Provides education and continuous training to nursing staff, ensuring they are proficient in patient care practices and protocols by developing and conducting annual or biannual competency assessments to maintain high standards of care;

  • Supports and guides nurses in managing patients with high-risk and chronic conditions, ensuring they have the resources and skills needed to develop and implement effective treatment plans by establishing and monitoring patient care standards and workflows to ensure optimal outcomes;

  • Collaborates with the clinical team to create, update, and review policies and procedures specific to ambulatory care to ensure all policies are archived appropriately and that the approval process is well-defined and adhered to;

  • Assists in the recruitment, hiring, and orientation of nursing staff to ensure all new hires are adequately trained on clinic policies and procedures and are integrated smoothly into the clinical team;

  • Conducts environment-of-care clinical audits to ensure regulatory compliance by using findings from internal and external audits to develop and implement performance improvement plans, driving positive changes in clinical operations;

  • Oversees the refurbishment of the Operational Resources Page to provide a centralized location for accessing current documents, training links, and other essential resources;

  • Participates in the development and coordination of annual nursing goals for ambulatory clinics, aligning them with broader organizational objectives by monitoring progress and supporting clinical staff in achieving these goals to enhance patient care and operational efficiency; and

  • Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE

Primary Care Clinic Registered Nurse II requires six (6) months of full-time professional registered nursing experience.

Special Requirements:

  • Must have previous experience with developing and improving clinic operations by streamlining clinic workflows, managing resources efficiently, implementing quality assurance initiatives, and ensuring regulatory compliance

  • Must have experience with staff training and collaboration by designing and conducting training programs and fostering collaboration among healthcare providers and administrative staff

  • Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California

  • Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment

  • All positions may require some weekend and evening shift flexibility

  • Must have intermediate skills using Microsoft Word and Excel
