The Kansas Department of Health and Environment has a Primary Care and Rural Health Coordinator opening in Topeka.

The Community Health Access section is looking for a Primary Care/Rural Health Coordinator to manage grant funding for these activities and to supervise a small, dedicated team to connect Kansans and healthcare providers to grant funding, technical assistance, and population health specific programs. Grant objectives emphasize access to and support for primary care, dental, and behavioral health providers serving uninsured and underserved populations and communities.

Successful candidates will have a bachelor's degree and at least one year of experience in planning, implementing, and monitoring program activities. Ability to communicate to diverse audiences and attention to detail are necessary skills for this position. Experience supervising staff and managing teams is preferred.

Job Responsibilities may include but are not limited to the following:

Ensure development, writing and submission of federal grant applications and reporting for the Health Resources and Services Administration (HRSA) State Office of Rural Health, the HRSA Primary Care Cooperative Agreement, Small Hospital Improvement Program, State Loan Repayment Program, Medicare Rural Hospital Flexibility Grant Program, the National Health Service Corps, J-1 Visa programs, Rural Hospital and Innovation Grant and other program grants to secure and maintain federal funding. Design and manage review processes for budget and fiscal reports and work plan deliverables for program auditing and compliance purposes. Expend federal grant funds within required time frames. Develop and monitor contracts for work to support rural health and primary care activities and initiatives. Attend regional and national conferences as required by grants or requested.

Oversee administration and reporting of Aid to Local funding, including the Unused Medication Repository, Capitol Improvement Grants and State-Funded Community-Based Primary Care Clinic grant program (CBPCC). Leads CBPCC application review process, award determination and program assessment to support goals and objectives of state grants funding.

Responsible for employee development through staff recruitment, supervision, mentorship, individualized goal setting and training plans to achieve goals. Clearly identify staff roles, responsibilities and points of intersection to promote positive team interactions and efficiency. Build on staff strengths and interests to create and lead a high-performing team to achieve program goals and grant deliverables.

Qualifications

  • Education:

  • High School, GED

  • Licensing & Certification:

  • Valid Driver's License

  • Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:

  • One year of experience in planning, organizing and managing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.

  • Ability to communicate to diverse audiences.

  • Proofreading, editing, attention to detail.

  • Preferred Qualifications:

  • Bachelor's degree in Health Administration, Public Health or related field.

  • Master's degree in Health Administration, Public Health or related field.

  • Skilled in analytic software, such as SAS or ArcGIS.

  • Supervisory experience.

  • Policy analysis experience.

  • Ability to interact professionally with health care providers and local, state, and federal officials.

  • Database and spreadsheet management skills.

  • Skilled in explaining or expressing facts in a clear, convincing and organized manner.

  • Grant and fiscal management experience.

  • Advanced level of analysis.

  • Advanced technical writing skills (grant writing).

  • Word, Excel, PowerPoint, Access.
