The qualified applicant will become part of Northrop Grumman Mission Systems' team of high performance and dynamic pricing and cost estimating professionals. An opportunity exists to work in Redondo Beach, CA on a large and exciting system design and development proposals. The Pricing Analyst 2 will be responsible for creating/administration of pricing databases, coordinating implementation of pricing proposals, and cost volume development efforts. The Pricing Analyst must function in a fast paced proposal environment and work closely with Capture and Proposal teams to develop cost proposals while ensuring compliance and schedule adherence. Responsible for preparation of new business and follow on cost proposals, budgetary estimates, and task/delivery orders of various contract types.

Roles and Responsibilities:

  • Acts as Cost Volume Lead and provides pricing support on cost proposals which often include larger, more complex efforts.

  • Develops, analyzes, evaluates, coordinates, prepares, supports and oversees cost proposals to government customers and other contractors.

  • Supports audit requests, fact-finding, and negotiation discussions and the program budget baseline process.

  • Prepares and presents costs estimates to management, customer representatives and government audit agencies.

  • Ensures adherence to Federal Acquisition Regulations, Public Law 87-653, Truth in Negotiations Act, and Northrop Grumman policies and procedures with regard to cost proposal preparation, review, submission and negotiations.

  • Provide in-depth knowledge of FAR/DFARS and other applicable government regulations

  • Review and approve Requests for Proposals (RFP) and proposal documents for protection of the company pricing approach, satisfaction of customer specifications/requirements and adherence to company policy.

  • Ensure Estimating System compliance and provide interpretation of RFP requirements.

  • Interact with personnel and management at all levels; will interface and coordinate with other business management leaders and staff on a daily basis.

  • Provide reviews of all estimates prior to delivery and review by senior management.

  • Support in this fast paced environment will require extended hours of evening and weekend support to meet critical proposal schedules and deadlines.

Basic Qualifications:

Basic Qualifications:

  • Bachelor's degree and 6 years of relevant experience in the federal contracting arena with a comprehensive knowledge of pricing, contracts, and business management

  • Experience at leading Cost Volume Teams ensuring RFP compliance

  • Experience in regard to validation of estimates and estimating approaches to include ability to provide detailed review of, and provide value added input to BOEs

  • Knowledge of FAR/DFARS and other government regulations required

  • Excellent oral and written communication skills

  • Must be able to effectively manage competing priorities and deadlines, and handle multiple tasks in a fast paced environment

  • Must be able to demonstrate advanced MS Excel and Word skills

  • Must be able to learn standard proposal pricing tools

  • Must be a team player, independent, proactive, and possess excellent problem solving and organizational skills

  • Must be able to obtain a government security clearance

  • Potential travel of 10% or greater to meet proposal requirements.

Preferred Qualifications:

  • Proficient in use of Pro Pricer

  • Knowledge/experience with the Service Contract Act and international pricing

  • Knowledge/experience with international pricing

  • Active Security Clearance

  • Familiarity with Northrop Grumman Policies and Procedures

  • Risk Analysis and S-curve techniques

Northrop Grumman Mission Systems is seeking a Configuration Data Management Analyst to support the planning and implementation of a comprehensive Configuration Management (CM) process on a major program, in accordance with established CM and Data Management (DM) practices that are based on DoD and customer contract requirements. This role is part of an Air Force Space Command, Space and Missile Systems Center (SMC) program – the Enhanced Polar System (EPS) Control and Planning Segment (CAPS) Contract. The EPS program will provide Extremely High Frequency (EHF) protected satellite communications (SATCOM) capability to forces in the North Polar Region. The position will be located in Redondo Beach, CA.
