THE DIVISION

The City of Visalia's Water Reclamation Facility (WRF) is housed within the Wastewater Division of the Public Works Department and serves the community through collection, treatment and disposal of wastewater. The WRF is designed to provide treatment and disinfection for up to 22.0 million gallons of wastewater per day (mgd). The treatment processes remove greater than 99% of total suspended solids (TSS) and biological oxygen demand (BOD); the regulatory requirement is 85%. Current flows average about 11.5 mgd, which is down from about 12.0 mgd since 2013.

This decrease in flow is attributable to conservation efforts by Visalia residents. The division's staff of operation and maintenance staff are committed to customer service, safety, and providing high-quality services to the Public.

Examples of Duties

THE POSITION

The Pretreatment Coordinator will be responsible for industrial permitting and reporting to the State of California Water Board and EPA. The selected candidate will also be responsible for all industrial and commercial permitting and ensuring compliance with State and Federal regulations.

The selected candidate will be expected to plan, coordinate, and work collaboratively with the sewer collections supervisor and WRF Superintendent to identify harmful or illicit discharges and protect the City's collection and treatment systems. Other responsibilities include preparation and submittal of technical and compliance reports to local, state, and federal agencies as well as establish best practices and educate the customers on compliance.

Qualifications / Requirements

IDEAL CANDIDATE

The ideal candidate will be a self-driven individual who possesses a high level of professionalism, an understanding of pretreatment standards and principles, and strong customer service and communications skills. They will have knowledge of federally mandated pretreatment programs or wastewater collections standards, the ability to collaborate with staff and customers, and adhere to defined work standards, goals and objectives. The candidate will have excellent judgement, integrity, and administrative skills.

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:

  • Four years of increasingly responsible experience in the operation of an Industrial Pretreatment Program as a Pretreatment Coordinator, Industrial Waste Inspector or equivalent or experience in Wastewater Collections in a lead or supervisory capacity.

  • Four years of increasingly responsible experience in the operation of related Public Works compliance program as an Inspector, Coordinator, or Supervisor.

  • Possess a bachelor's degree in chemistry, biochemistry, biology, microbiology, environmental engineering, chemical engineering, civil engineering, natural science, physical science or closely related field.

SPECIAL REQUIREMENTS:

  • Possession of a CWEA Grade 3 or higher Environmental Compliance Inspector certificate within 24 months of appointment.

  • Possession of a valid California Driver's License at time of appointment.

PHYSICAL STANDARDS

Positions in this class are typically situated in a standard office environment. Positions also involve field work, resulting in exposure to the weather and exposure to disease-causing bacteria and other harmful pollutants.
