Job Description

The Oklahoma Department of Emergency Management (OEM) prepares for, responds to, recovers from, and mitigates against disasters and emergencies. Our agency operates the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.

The OEM is seeking a full time Preparedness and Response Division Manager providing support to the Oklahoma Department of Emergency Management Operations Team. This is a state employee position governed by the Civil Service Rules, located in Oklahoma City, Oklahoma. The annual salary range for this position is $80,000.00 to $110,000.00 based on education and experience.

Position Summary

Under the direction of the Agency Deputy Director, the Preparedness and Response Manager performs a full range of professional duties. The individual in this position is responsible for planning, organizing, and coordinating all aspects of work involving the oversight of state emergency management preparedness, which includes training, planning and exercises. Ensure these programs comply, where required, with State, Federal Emergency Management Agency (FEMA) and other federal requirements. This includes administering programs related to disaster response operations; coordinating disaster response operations programs with state, federal and local agencies; aiding state, local and tribal entities; and tracking the administration of federal and state funds allocated for disaster response functions. This is a senior level management position and will be tasked with speaking on behalf of the agency.

Typical Functions

  • Provides direction and supervision to Emergency Management Officers relating to technical planning and assistance provided to state, local, tribal, and public sector entities.

  • Assists in developing and maintaining state plans designed to ensure the state's preparedness to respond to natural or manmade incidents; and ensure that each jurisdiction has state assistance in developing and maintaining plans necessary to respond to any natural or manmade incident.

  • Responsible for reviewing and assigning work to subordinate staff, along with training and performance reviews. Some subordinate positions may provide direct supervision, which includes additional responsibilities for employee development, approving leave and initiating disciplinary actions, as well as performing related administrative functions.

  • Provides technical planning expertise and assistance to state and local jurisdictions on emergency planning and management during exercises, or actual emergency or disaster conditions and operations.

  • Leads State Emergency Operations Center activations and develops activation plans.

  • Aids local political subdivisions in developing and/or updating local Emergency Operations Plans (EOPs) and Standard Operating Procedures (SOPs); assists jurisdictions in evaluating the effectiveness and efficiency of EOPs, programs, and the performance of emergency management offices in accordance with state and federal standards.

  • Serves as a consultant to local jurisdictions for state emergency resources during disaster operations; assists with conduct of damage assessments as necessary.

  • Meets with local officials and groups to explain the purposes and functions of preparedness and response planning and program implementation; assists state, tribal and local officials with specific disaster response related problems and issues.

  • Manages the Preparedness and Response Division.

  • Establishes programmatic scope-of-work for the Emergency Management Performance Grant and assists in determining financial obligations for local and tribal entities.

  • Ensures proper coordination with the Recovery Division for conducting FEMA small project validations.

  • Coordinates with other State Agency Emergency Support Functions for regular business and emergency response activities.

  • Oversees the State's Emergency Management Planning, Training, and Exercise.

  • Ensures the annual update of part or all the of the State Emergency Operations Plan.

  • Provides guidance and direction for other preparedness and response plans.

  • Manages a divisional budget for regular business and emergency operations.

  • Develops Standard Operating Procedures for intra-divisional and inter-divisional processes.

  • Collaborates with other division leadership.

  • Assists in supporting Hazard Mitigation planning and program implementation in coordination with the State Hazard Mitigation Officer.

  • Develops the state Integrated Preparedness Plan to ensure staff and partners receive appropriate training and exercises.

  • Makes resource prioritization decisions.

  • Establishes best practices in collaboration with other states in FEMA Region 6 and other states as required.

  • Oversees deployments under the Emergency Management Assistance Compact and facilitates financial reimbursements.

  • Interfaces with FEMA to handle emergency resource requests.

  • Initiates requests for declarations regarding Fire Management Assistance Grants.

  • Activates the State EOC and assumes leadership during activation.

  • May serve as Duty Officer and Operations Section Chief on a rotating basis.

  • Performs other assigned duties as required.

Education and Experience

  • Education and Experience required at this level consists of at least 10 years direct experience in emergency management operations, or a bachelor's degree in Public Administration, Emergency Management, Business Administration, Human Resource Management or related field, and eight years of professional, supervisory, or managerial experience, or 10 years equivalent combination of education and experience, substituting one year of professional level experience in the above listed areas for each year of the required education.

Knowledge, Skills, and Abilities

  • Proven ability to effectively lead and develop staff, establish cooperative professional relationships within OEM and maintain effective multi-agency partnerships at all levels of government, the private sector, and non-governmental organizations.

  • Ability to sustain working knowledge of emerging technology trends and innovations.

  • Experience working in a fast-paced environment and to organizing, prioritizing workload to meet demands.

  • Ability to create an effective and highly motivated team with a strong customer service focus.

  • Possess excellent communication and collaboration skills, both written and oral, and the ability to work cooperatively with internal and external stakeholders; include the ability to multitask and manage multiple complex projects/assignments with various deadlines.

  • Ability to lead with a positive attitude in a team environment; including the ability to make decisions and solve problems involving varied levels of complexity, ambiguity, and risk.

  • Possess the principles and practices of program planning and project implementation and the ability to evaluate emergency situations and adopt effective courses of action and communicate response advice to local officials.

Preferences

  • Experience in implementing and executing a comprehensive state level preparedness and response program to include planning, training, exercise, and response programs.

  • Familiarity with FEMA response operations and fluent in all phases of emergency management.

  • Knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS) and FEMA incident action planning process.

  • Knowledge of state, federal, military, tribal, and civilian emergency response resources; of local and county concerns in emergency planning; of emergency response programs; of means of minimizing property damage and human discomfort once a disaster has occurred.

  • Strong working knowledge of the principles and practices of program planning and project implementation.

  • Maintains understanding of the theory, principles, techniques, and practices of disaster organization and preparedness; of public administration principles and practices; of state and federal laws, rules and regulations pertaining to disaster recovery and assistance; of training techniques; and of charting and report writing.

  • Proven ability to evaluate emergencies and adopt effective courses of action; to analyze and communicate emergency response advice to local officials; to encourage local compliance with state and federal emergency response guidelines.

  • Proven ability to gather information from printed and other recorded sources; to establish and maintain effective working relationships with others; to present ideas and facts clearly and concisely; to plan, coordinate, and promote various programs; to encourage citizen cooperation with disaster planning and relief efforts.

  • Proven ability to develop practical plans and exercises; to test and evaluate response and recovery from natural hazards; to prepare and review complex reports; to anticipate, identify, and resolve problems; to maintain order among groups in emergency situations.

  • Skilled in the use of Microsoft Office software including Word, Excel, and Outlook.

Physical Demands and Work Environment

Work is typically performed in all types of conditions including office settings, and outside weather conditions when responding to disaster sites. Must be able and willing to work in conditions of heavy physical exertion, extreme heat, smoke or dust, to lift and carry heavy objects, and be on call twenty-four hours a day.

Special Requirements

Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel. Percentage of travel time: >75%. Applicants must possess a valid Oklahoma Driver's license at time of appointment and be willing and able to perform all job-related travel associated with this position; have and maintain the physical and mental stamina required to perform the work and to accept the physical discomforts and/or dangers associated with the work, including work under conditions of heavy physical exertion, extreme heat, smoke or dust, and to lift and carry heavy objects; and be willing to be on call twenty-four hours a day.
