Summary:

Fessler & Bowman, Inc. is responsible for the successful bidding of projects, from the initial bid review and analysis through the hand-off from the Estimating Team to the Project Management Team. The Preconstruction Manager is responsible for assisting the Director of Estimating in leading and coaching the Estimating team. In addition to leadership, the Preconstruction Manager is responsible for all aspects of the estimating function, including initial bid analysis through a go/no go review, plan review, subcontractor qualification, assembling bid information, assessment of both winning and losing bids, and maintaining estimating systems to include B2W Estimate and Salesforce. This position shall be supported by the Director of Estimating and the Preconstruction Manager - Civil. This position is also responsible for the creation and execution of the sales strategy for the region including the definition of preferred clients, and target jobs as well as pre-bid and post-bid sales activities designed to win the project. The descriptions below are representative of, but not limited to, the duties and responsibilities of this position.

Five Key Roles of the Preconstruction Manager:

  • Directly manages members of the regional Estimating team through mentoring and coaching.

  • Assists in the bid review process to confirm bids are accurate and to instruct the team on best practices when necessary.

  • Identifies project-specific risk issues and the potential impact on Fessler & Bowman, as well as potential strategies to help mitigate those risks.

  • Developing innovative, accurate estimates consistent with Fessler & Bowman's costs.

  • Develops and executes the sales strategy for the region including target customers and projects focusing on building and maintaining new and existing relationships with customers.

Essential Duties & Responsibilities:

  • Leads assigned team in strategy execution and communicates with Regional Director for project assessment

  • Develops project pricing for strategic clients utilizing proper takeoff techniques, production rates, and subcontractor pricing.

  • Facilitating and validating the bid strategy, the project schedule and the proposal documents for all estimates

  • Reviews estimates and validates take-off accuracy with other estimating team members.

  • Supports the determination of whether to pursue a project by participating in the "Go/No-Go" process on all regional projects.

  • Engages with client pre-bid and post-bid to review all documentation, perform client presentations during proposal submission.

  • Communicates with subcontractors and suppliers regarding project scope.

  • Responsible for the "project hand-off" to the project management and field operations team to ensure a clear understanding of project scope, build assumptions, schedule, and manpower assumptions.

  • Maintaining a record of regional hit rate through projects lost, projects won and potential projects secured

  • Communicating and upholding the Company's commitment to Integrity and Code of Ethics, as well as ensuring the same for the entire team.

  • Other relevant tasks as assigned.

Education, Experience & Qualifications:

  • Bachelor of Science in Engineering or Construction Management or equivalent combination of education and experience.

  • At least seven (7) years of construction experience.

  • Experience with mentoring or leading a team.

  • Proficient in using Bid2Win estimating software or similar tool(s).

  • Estimating medium-to-large commercial and industrial projects.

  • Creative and results-oriented, with a strong sense of urgency and self-motivation.

  • Excellent communication and organizational skills.

  • Excellent problem-solving skills, with an adaptable and flexible style in working with all types of individuals.

Travel:

Travel to and from job sites and office locations is required for this position. Fessler & Bowman will compensate for travel when applicable.

Work Environment:

As a Preconstruction Manager, you will be subject to various work environments. These environments include office and field settings. Employees must be comfortable with sitting for an extended period.
