Overview
Director of Preconstruction
Job Summary: Plan, coordinate, and supervise company estimating program, providing technical and administrative direction to ensure corporate objectives are met.
Duties and Responsibilities:
Visualize, fulfill, and implement the vision and core values within the Organization.
Oversee efforts to search for new work opportunities.
Work with Area Managers to evaluate backlog and needs for work within the areas and division.
Work with Area Managers to evaluate bid opportunities when deciding which jobs to pursue.
Attends bid reviews.
Review all final estimate packages to ensure accuracy and completeness, prior to formal quotation.
Support estimating staff to have the required information available and prepared for bid reviews.
Support estimating teams in following WWC's estimating procedures for consistency in estimates.
Maintain Division Library estimate.
Lead the estimating meetings.
Communicate and help Area Teams understand area and company G&A costs and how these cost inform markup on a bids
Schedules review meeting for project overview, risk assessment, market opportunities, and final markup.
Lead effort to see that each estimator has development opportunities with a defined training plan that meets the individuals needs
Ensure that project staff keeps bidding and win/loss information current in Cosential
Provide oversite on estimate closeout.
Manage and administer department functions including operating budgets, staffing, wage reviews, work assignments, performance evaluations, etc.
Provide technical assistance in negotiating contracts, change orders, etc. as required.
Attend area financial meetings and provide support on improving job costs.
Education and/or Experience:
Bachelor's degree in Civil Engineering, Construction Management, or a related field, or equivalent combination of technical training and experience.
A minium of 10 years' experience in heavy civil or similar construction with at least 5 years in estimating/ preconstruction
Capability to complete large CM/GC, CMaR, and Design Build projects and large, complex competitive bid projects.
Individual Development (Knowledge, Skills, and Abilities):
Must possess advanced knowledge of various disciplines, estimating techniques and cost control, plus ability to interpret computerized cost data and systems essential.
Knowledge of construction design, methods and finance.
Superior communication and interpersonal skills.
Good organizational skills.
Skilled in assuming responsibility and reaching deadlines.
Familiarity / Proficiency with the following software or internet based programs: HCSS Heavy Bid, Trimble Business Center, BlueBeam, Microsoft Excel, Word, Outlook, Primavera P6, Building Connected, and Viewpoint.
