Duties Summary

Supervises and participates in performing pre-auditing work in the County's central accounting agency; examines and verifies the more difficult and complex voucher or payroll claims; maintains control records for special payroll deductions; prepares summary reports; and performs other related duties as required.

There is one (1) immediate permanent vacancy with the Department of Finance - Accounts Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

Examples of Duties

  • Examines the more difficult and complex voucher or payroll claims.

  • Checks accuracy and/or propriety of extensions, totals, object symbols, vendor or payee information, etc.

  • Reviews all warrants prior to distribution.

  • Determines whether claims are based upon appropriate supporting documents and are in accord with pertinent laws, ordinances, rules, and policies.

  • Verifies that charges are made to proper funds and accounts and that object symbols and other identifying data are accurate.

  • Instructs and advises departmental personnel on matters relating to voucher or payroll claims.

  • Reviews and controls EDP input and output of payroll data, and makes corrections as necessary.

  • Verifies computations and extensions of payroll deductions.

  • Prepares monthly, quarterly, and annual statements of all Federal and State taxes withheld from County employees, pensioners, and contractual workers.

  • Compiles data and prepares preliminary reports on the County's share of contributions to the Employees Retirement System, F.I.C.A. tax, unemployment compensation, and other contributions.

  • Instructs and advises subordinate personnel in pre-auditing activities, document control, search techniques, and procedures.

  • Answers inquiries on matters pertaining to claims from employees, vendors, service contractors, etc.

  • Assists in developing procedures; recommends procedural changes to comply with legal or contractual changes.

  • Completes other reports as assigned.

Minimum Qualification Requirements

Training and Experience:

A combination of education and experience substantially equivalent to:

  • graduation from high school, and
  • three (3) years of clerical experience in the preparation, review, and maintenance of records relating to payroll, purchasing, or processing of claims (e.g. TDI, worker's compensation, insurance, payroll claims, etc.), of which
  • one (1) year shall have been in a centralized claims pre-auditing operation.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: county payroll or purchasing procedures and forms; claims pre-auditing procedure; laws, ordinances, and regulations governing purchasing, contracting, or payroll matters; arithmetic; basic principles and practices of supervision; record keeping and report writing; filing methods; office practices and procedures.

Ability to: make and verify arithmetical computations rapidly; compile and tabulate fiscal data; understand, interpret, and apply laws, ordinances, regulations, and fiscal policies for the County; establish effective working relationship with others; instruct and review the work of others; do basic research and prepare reports.
