The Mental Health Outpatient Practice Manager is responsible for the 24-hour accountability of workflow, performance, and the overall management and operations of large, complex and/or multiple mental health programs. Involves planning and overseeing of all operations and business-related activities that may include, but not limited to, scheduling, billing operations, registration, coding, auditing and reimbursement operations, credentialing, and other unique practice operations and financial practices. In addition, this person will be responsible for gathering data and making process improvements based on data in real time. Reports to division leadership.


  • Works collaboratively with department leadership regarding strategic planning, continuous quality improvement, financial/ budget reporting and monitoring.

  • Provides leadership, education, guidance, recognition, and professional development to personnel in order to support daily operations.

  • Manages work flow, performance, and overall practice operations achieving expert care, superb service, and maximum physician/staff productivity.

  • Solves problems, makes decisions, develops systems and processes for successful integration and implementation, utilizing organizational and analytical skills.

  • Delegates and supervises personnel; facilitates recruitment, interviewing, hiring, training, performance review, corrective action, and competency of staff for performance of job roles.

  • Identifies potential problem areas, develops a system for objectively monitoring performance, and creatively seeks solutions to foster quality improvement.

  • Maintains physical environment and equipment for effective operations; anticipates and facilitates needs for repair, renovations, and/ or modifications of work environment and equipment for the effective provision of services.

  • Provides timely and appropriate resolution to patient, physician, personnel, vendor and organizational concerns or complaints.

  • Seeks guidance from leadership and/or upper management given unusual or unanticipated circumstances that require deviation from financial /operational policies and standards of practice.

  • Independently carries out and is accountable for daily operations and other activities as assigned.

  • Responsible for programs across sites and responsiveness to providers, consumers, and patient flow.

  • Other duties as assigned.


None required. Though progressive education in the field of mental health operations preferred.


  • Master's degree in a related field (e.g. MHA, MPH, or MSN) and 3-5 years of healthcare/ management experience preferred.

  • Management level experience in a hospital or medical group setting with skills in medical insurance, mental health coding and reimbursement preferred.

  • Demonstrated excellent written and oral communication and analytical skills.

  • Proven ability to plan, manage, establish and maintain a professional work environment.

  • Interpersonal skills necessary to direct subordinates and delegate tasks.

  • Demonstrated ability to identify problems and implement solutions for operational and organizational functioning.

  • Must be highly organized with proven ability to work independently, meet deadlines, prioritize workload, and manage resources and time effectively.

  • Technical and professional knowledge and skills unique to the business and / or clinical operations of a medical practice which may include but are not limited to Financial, Human Resources, Information Systems, Billing, Coding, Auditing, Credentialing, Payor, Reimbursement, Risk, Governance, Regulations, Planning and Marketing.

  • Increased Security Clearance May Be Required: FBI fingerprinting, criminal background check, and Child Protective Services registry search.

  • Ability to be flexible and travel locally to multiple practice sites.

Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.</p><p>Today, the CSB provides treatment and rehabilitation services to over 9,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment that instills hope and recovery opportunities for the persons we serve.</p><p>The Programs Manager is responsible for the planning, implementation, operation and accountability of programs. Interprets program data and information. Coordinates personnel and program activities. Works with supervisors to establish appropriate case loads.</p><p>Work Schedule: Typically, M-F 8:30 AM - 5:00 PM however, this is a division that operates 365 days per year to include evening hours, therefore, it is expected that this position will rotate through shifts as needed, to provide supervision to all staff.</p><p>Essential Functions</p><p>Essential functions include but are not limited to:</p><ul><li><p>Provides operational supervision, coaching, mentoring, and offering general guidance regarding program rules, protocols, and regulatory requirements.</p></li><li><p>Knowledge of evidence-based practices for MH and SA Adult OP treatment, ASAM criteria and DSM IV diagnostic criteria, methadone maintenance, Vivitrol, office based buprenorphine treatment and buprenorphine opioid treatment.</p></li><li><p>Coaching and training to staff to ensure high quality assessments and appropriate services are provided.</p></li><li><p>Crisis prevention, intervention, and management.</p></li><li><p>Knowledge of principles and practices of Clinical Supervision</p></li><li><p>Supervise staff and participate in regular scheduled supervision meetings which may be in an individual or group setting.</p></li><li><p>Familiar with recovery approaches and counseling techniques specific to persons with co-occurring problems.</p></li><li><p>Familiar with medical records audits and ensure that records comply with Federal, State, and agency requirements.</p></li><li><p>Assists in the development and implementation of special projects, e.g., specialized groups, etc., at the request of the Division Head of Crisis, Acute, and Recovery Services.</p></li><li><p>Familiar with program budgets, revenue, 3rd party billing, and expenditures.</p></li><li><p>Demonstrate positive interpersonal communication and effective listening skills</p></li><li><p>Establish effective working relationship with colleagues, consumers, and families</p></li><li><p>Demonstrate adherence to strict confidentiality and ethical standards.</p></li><li><p>Provide support to staff to assist them with implementing clinical decisions.</p></li><li><p>Develop and promote effective unit services and cross collaborative services with other NCSB programs.</p></li><li><p>Works with minimal supervison.</p></li></ul><p>Education/Experience</p><p>Work requires specialized knowledge in a professional or technical field.
