ThisManagement Specialist IIin Parks & Recreation is assigned to the Programs Division and is responsible for the direct management of multiple departmental functions and programs including but not limited to recreation programs of Athletics, Adaptive, Aquatics, Camps, City Market, Fitness, and special events.

Working independently, manages core Departmental business functions, support systems and operational capabilities, using strategic management techniques, OR directs the overall program operations, services, staff and maintenance of an integrated system of small, medium and large recreational facilities (this includes responsibility for planning, assigning, supervising, training, and evaluating the work of employees.) Performs other duties as assigned. Reports to a Deputy Director or Director of Parks & Recreation, dependent upon assignment.

The preferred hiring range for this position is between $74,006.40 - $93,100.80 Annually. Starting offeris based on applicable education, experience, and internal equity. Essential Responsibilities and Duties

Financial Management

  • Authorizes the procurement of required items or services;

  • Analyzes prior years' expenditures and revenues, and compiles and submits the annual operating budget for the assigned unit;

  • Reviews budget expenditures and budget requests, and monitors the annual budget for the assigned unit and develops quarterly target projections and budget plans;

  • Oversees the tracking inventory of equipment and operating supplies;

Human Resource Management

  • Leads the hiring process for subordinate staff, following established guidelines;

  • Plans, schedules, and monitors, the work of subordinate staff;

  • Establishes performance standards and evaluates the performance of subordinate personnel;

  • Coaches subordinate personnel, and ensures the availability of training and professional development programs;

Operations and Safety

  • Prepares annual operating objectives and monitors progress toward these objectives;

  • Directs the overall operations, services, and personnel of assigned locations or units and ensures that agency standards for cleanliness, maintenance, safety, and operational effectiveness are met at assigned sites and facilities;

  • Researches and develops standards that comply with federal, state, and local laws and regulations, that meet industry standards, and that assure participant safety;

  • Ensures compliance with all City policies and procedures of all staff within unit; both direct and indirect reports;

Relationship Management

  • Coordinates and interacts with other City agencies on issues affecting park/recreation management and operations;

  • Inspects, reports, and resolves encroachments with citizens and appropriate staff;

  • Serves as a productive member of the division management team and interdivisional teams;

Reporting and Analysis

  • Prepares, reviews, and evaluates financial and administrative reports to analyze current practices and trends and initiates actions to maximize site use and revenue;

  • Ensures that all data necessary for the functioning and management of the organization is stored and retrievable;

  • Analyzes programs' use patterns and performance to goals, reports the results thereof and recommends improvements and changes;

  • Prepares periodic reports concerning organizational activities and accomplishments;

  • Researches, develops and analyzes consumer needs, interests, and resources through a variety of assessment tools to determine appropriate instructional opportunities and leisure activities;

  • Establishes fee schedules and marketing formats and evaluates program participation levels and profit margins;

Strategic Management

  • Participates in the development of short- and long-term goals, operating objectives, strategies and implementation plans, and submits recommendations for improved service delivery to ensure that scheduling of activities at facilities maximizes revenue and customer satisfaction;

  • Develops, implements and evaluates policies and procedures and implements or recommends changes;

  • Develops management plans and strategies for long and short range agency objectives;

  • Reviews and recommends actions on plans for the acquisition, development, construction, and renovation of park facilities;

  • Performs other duties as assigned.

Education, Experience and Skills

Minimum Qualifications:

  • Any combination of education and experience equivalent to a Bachelor's degree from an accredited college or university in recreation and park management or other pertinent related field.

  • Five (5) years of progressively responsible experience in park or recreation-related work, including responsible administrative/managerial experience, preferably in the applicable functional area.

Special Requirements:

  • Requires a valid Virginia driver's license by start date of employment;

  • Depending on assignment, exposure to conditions typical of active construction sites on a regular basis;

  • Depending on assignment, Certified Pool Operator or must have within six (6) months of hire.

Preferred Qualifications:

  • Bachelor's degree preferred.

Knowledge, Skills and Abilities:

  • Ability to prepare clear, concise financial and administrative reports;

  • Ability to use a personal computer, applicable software and peripheral equipment;

  • Ability to keep abreast of developments in the field;

  • Knowledge of the principles and practices of park and recreation management;

  • Knowledge of the principles and methods of organization and management;

  • Knowledge of the principles and practices of public administration;

  • Ability to plan and coordinate the work of subordinate personnel;

  • Ability to supervise, evaluate and counsel employees;

  • Ability to analyze programs and evaluate their performance against established objectives;

  • Ability to evaluate, refine and consolidate budget requests;

  • Ability to work effectively in a group of both peers and subordinates;

  • Ability to establish and maintain effective working relationships with employees and the public;

Physical Conditions & Additional Information

Physical requirements for this position as outlined by the Department of Labor: LIGHT WORK: Ability to lift up to 20 lbs. occasionally and/or up to 10 lbs. frequently and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work.

This position may be required to work weekends, nights, holidays, standby/on-call, emergency on-call, and/or weather-related emergency on-call.

This is a safety sensitive position subject to drug and alcohol testing for pre-employment, reasonable suspicion, post-accident and random testing.

Time spent in this position involves inside and outside work which may involve exposure to extreme temperatures, extreme brightness, chemicals/hazardous waste, gases/gas leaks, blood-borne pathogens, acidic or harsh substances, electrical hazards, extreme darkness, fumes/airborne particles and fuels.

This position also requires the regular use of or subject to vibration, ladder/step stool, traffic/roadways, driving light equipment, driving a City vehicle, moving mechanical parts and/or confined space(s).The noise level in the work environment is usually moderate.
