DESCRIPTION:
This is professional services work of a managerial nature in directing support functions for the Division of Central Services such as fiscal control, personnel management, and support services within an agency or institution. Responsibilities include budget and work program preparation and execution, cost analysis, policy and procedure review, and new position or personnel acquisition. Supervision is exercised over professional, technical, and clerical employees working at State Postal or Surplus. Work is performed under limited supervision.
RESPONSIBILITIES:
Plan and organize tasks and work loads to ensure that tasks are completed within acceptable time frames
Explain mailing rules, regulations and knowledge to customers
Look for efficiencies to streamline tasks.
Work with staff and vendors to keep equipment up to date
Review financial items to ensure needs can be met for future tasks
Lead a group of employees in a fast paced environment
Study industry trends and make suggestions for future upgrades, purchases and changes to ensure that agency needs can be met
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of applicable laws, rules, regulations, policies, and procedures.
Knowledge of general accounting, business management, and budgeting
Knowledge of office management procedures and practices.
Knowledge of personnel management, including employee development, supervision, coaching, and leadership skills.
Ability to communicate effectively, including written communications
Ability to initiate, implement, and evaluate administrative procedures.
Ability to use a personal computer or computer terminal and all applicable computer programs.
Knowledge of state accounting procedures.
Knowledge of auditing.
Knowledge of Department policies, procedures, and programs.
Knowledge of inventory control.
Knowledge of state purchasing procedures.
Knowledge of State civil service law and rules.
Knowledge of collective bargaining agreements.
Knowledge of cost accounting.
