About the Indiana Department of Health (IDOH):

The Indiana Department of Health's mission is to promote, protect, and improve the health and safety of all Hoosiers so that they can reach their optimal health regardless of where they live, learn, work, or play.

Role Overview:

The Office of Data and Analytics (ODA) Portfolio Manager oversees the department's project portfolio and ensures each project aligns with the strategic priorities of the Indiana Department of Health. The incumbent is also responsible for standardizing project tracking across all ODA teams and developing reports in Azure DevOps to increase transparency of project statuses for all stakeholders. The Project Manager supervises two project coordinators supporting ODA's business intelligence and data engineering teams. This role also provides direct project management support for data governance and business operations. This role requires a high degree of adaptability as projects vary greatly in terms of size, scope, and availability of resources.

Salary Statement:

The salary for this position traditionally starts at $79,118.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Manage medium to large projects that may involve multiple internal stakeholders or contracted resources.
  • Create, monitor, and maintain project plans.
  • Define user and project team member's roles and responsibilities on each project.
  • Define user requirements, deliverables, and approvals for each project.
  • Coordinate and monitor activities of all stakeholders to ensure the system is completed within time and budget guidelines.
  • Communicate project status to management and project stakeholders.
  • Some essential functions of this position may be performed onsite at the agency's worksite or other assigned worksites while some essential functions of this position may be eligible for work from home authorization in accordance with policy. Remote work authorization is not automatic and is dependent upon operational needs and agency approval.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • High School Diploma or High School Equivalent (HSE).
  • Three (3) years of project management experience.
  • Advanced knowledge of project cost management, benefit analysis, risk management, funding, and estimation of resources.
  • Considerable knowledge and application of project management theories and practices.
  • Considerable knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation.
  • Considerable problem solving and analytical skills.
  • Ability to lead project team by encouraging and influencing others to perform.
  • Effective communication skills.
  • Expert knowledge of Microsoft Office Suite.
  • Advanced knowledge of Microsoft Project.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
