Duties and responsibilities

Supports the management of the Agencys IT portfolio, which sets investment priorities and aligns business processes to ensure IT architecture and products align and support mission requirements.
Ensures compliance with applicable statutes, regulations, policy, and IT portfolio management and capital planning guidance.
Reviews annual IT Budget Capital Planning Guidance to ensure compliance with applicable statutes, regulations, policy, and guidance for IT portfolio management, and related capital planning processes.
Supports the evolution of portfolio management processes and associated objectives and outcomes.
Ensures compliance of mandatory FITARA requirements in the areas of investment management, acquisition oversight, and risk management.
Administers, develops and maintains the IT Investment and Portfolio Management tool, AgMax.
Attends client IT Project and Portfolio Management meetings.
Process all the Domain Name Requests
Provide support for scheduling the day and time of quarterly investment meetings, the meeting invitation, and creating a list of meeting participants
Shall participate in the CPIC training that is required by the agency.
Designs data collection strategies that minimize administrative burden and conduct portfolio build and portfolio monitoring analyses that enable leadership to make data-driven decisions.
Interfaces directly with federal clients and project and program managers across the Agency to comprehend the current portfolio of projects and make recommendations for improvement.
Designs and implements predictive analytics to inform portfolio management and investment decision processes.
Develops customized portfolio management artifacts, templates, and analytic tools to assist Agency offices with comprehending the condition of project portfolios and maturing portfolio management processes.


Required Knowledge/Experience/


Ability to apply expertise across key tasks and high impact assignments.
Experience planning and leading major technology assignments.
Ability to evaluate performance results and recommend major changes affecting short-term project growth and success.
Experience functioning as a technical expert across multiple project assignments and supervise others.
Must possess at least 10 years of relevant work experience and technology understanding
Strong analytical skills, superior problem-solving skills, and demonstrates critical thinking
Proven ability to anticipate requirements and proactively address new tasks to completion
Excellent verbal and written communication skills
Proficient in interacting with Senior Leadership/Executives
Strong attention to detail
Ability to prioritize and multitask in a fast-paced environment

Required Education:

Bachelor's Degree in a related field.

CDL is part of the Commercial Real Estate Banking (CREB) group of Bank of America Merrill Lynch. As part of the CREB client team, the Credit Products group is responsible for the credit analysis, underwriting, documentation and origination of commercial real estate credit exposure. Credit facilities include bridge, term, and construction loans nationwide for commercial real estate developers and investors, additionally delivering treasury, hedging, and investment banking solutions to clients. CREB is an industry leader in commercial real estate lending with over 500 employees and $40 billion of committed loans. The primary responsibility of the PMO is the ongoing analysis and monitoring of the existing debt book in CDL. This includes analysis of both project performance, sponsor financial capacity, covenant compliance, and other ongoing monitoring functions. Responsible for continually formulating and defending sponsor and facility risk ratings to upper management. Leads annual sponsor financial analysis and guarantor risk rating. The PMO interfaces with external clients for financial reporting requirements and analysis and to complete modifications and extensions of existing loans. The PMO reports to the Credit Products Manager in an identified Market area. The PMO interfaces with the rest of the client team, including the Relationship Manager, Credit Products Officer and Wholesale Credit Administrative Associate (WCAA), assists the WCAA with financial statement collection and tracking as needed and manages external reporting processes to the regulators.
