The Enterprise Portfolio Management Office (ePMO) is accountable for oversight and execution of strategic initiatives approved and budgeted by L.A. Care Leadership and the Board of Governors.
These programs and projects span multiple functions and departments, and are enterprise investments in infrastructure and process excellence. The portfolio, program, and project management resources within the ePMO are uniquely positioned to support business units in the planning and delivery of large-scale programs and projects.
The Portfolio Management team within ePMO is responsible for portfolio-level planning, budget development and management, change management, and governance. The team maintains productive relationships with business area leaders and business architecture to inventory project needs; plan the inclusion of projects on the roadmap based on enterprise need, return on investment, and resource availability; forecast and manage budget and spending; and facilitate the movement of projects and teams through governed stage gates.
The Portfolio Analyst III supports these portfolio management efforts under the leadership of Portfolio Planners, and provides data analytics and actionable decision-making intelligence to the team. By conducting cost/benefit and other impact analyses, the Portfolio Analyst III provides insights to ensure optimal inclusion, sequencing, staging, and prioritization of project work on the roadmap.
On an annual and ongoing basis, the Portfolio Analyst is an essential collaborator with Portfolio Planners in roadmap development, budgeting, and monitoring, and facilitates change management and budget forecasting to ensure the roadmap continuously meets L.A. Care's needs within budgeted parameters.
Work Intake & routing: Under the leadership of Portfolio Planners, the Portfolio Analyst is responsible for work request intake and routing.
This includes tracking and logging submissions; reviewing Needs Assessments to ensure they appropriately characterize needs and impacts; participating in cross-functional intake review meetings; recommending appropriate disposition and routing decisions for requested work; and ensuring high quality and prompt customer service. In this work, the Portfolio Analyst is responsible for assessing and recommending options for the placement of projects on the enterprise roadmap based on organizational need, expected impacts, and resource availability.
Cost/benefit analysis: Under the direction of Portfolio Planners who have primary responsibility for creating and managing the enterprise roadmap, the Portfolio Analyst leads and conducts cost/benefit and ROI analyses and related data management, and ensures that roadmap decisions are guided by a clear understanding of value and impact.
Forecasting & budget planning and portfolio change management: Based on ongoing and periodic collaboration with business leaders and business architecture, the Portfolio Analyst actively supports Portfolio Planners in assembling the enterprise project roadmap and budget and its ongoing management. This includes maintaining multi-year project inventories based on business road maps, organizational priorities, and ROI estimates; determining sequencing, staging, and prioritization of projects; allocating budgets and forecasting budget availability; monitoring the progress and status of projects against expectation; managing portfolio documentation and data; and revising the portfolio in response to changing business needs and forecasted capacity.
In lieu of degree, equivalent education and/or experience may be considered.
Minimum of 3-5 years of experience in financial analysis, cost/benefit or performance analysis, operations assessment or planning, process improvement, project management, portfolio planning, program planning, program evaluation or analytics, strategy development or strategic planning, or similar relevant professional experience.
Experience with and working knowledge of descriptive statistical methods and software and/or enterprise data management.
Experience with budgeting and budget management.
Professional experience with a large healthcare system, integrated delivery system, managed care organization, public health organization, or medical center is preferred.
Critical thinker with the ability to solicit information, organize and evaluate information from disparate sources, and construct prioritized plans of action based on this inquiry.
